* RECIEVED CALL FROM HENRY/ESSENTIAL PEST CONTROL MENTIONED HE WOULD BE OUT THRUSDAY TO TREAT 7 UNITS, OUT TODAY TO GIVE BID FOR ENTIRE COMPLEX INSIDE AND OUT.
ROY MEDINA WALKED ME THRU UNIT #4371 TO SHOW THE CONDITION OF THIS PETICULAR UNIT AND EXPLAINED MOSE UNITS ARE LEFT IN THIS CONDITION.
FOUND HAZARDOUS ELECTRICAL, HOLES IN WALLS, FLOORING RUINED, DAMAGED DOORS OR MISSING DOORS, TUB DAMAGED, UNUSUAL AMOUNT OF HOLES IN THE WALL, BOTH PLUMBING RUNNING CONTINUALLY.
GAS METERS
WALKED INSIDE OF WALKWAY AREA OF COMPLEX
COUNTED 5 SINGLE UNITS AS I ENTERED THE GATE, TO THE WEST OF COMPLEX, AT NORTHWEST WAS TWO STORY STRUCTURE 5 UP AND 5 DOWN. I THEN WALKED THE REAR OF THE WEST SIDE OF STRUCTURE AND FOUND ONLY SIX GAS METERS IN PLACE # OF THOSE METERS WERE RED TAGGED OR HAD LOCK BOLT IN PLACE (15 METERS TOTAL/6 IN PLACE)
WALKED BACK INSIDE COUNTED 4 UNITS TO THE NORTH OF COMPLEX, 2 SINGLE STORY UNITS AND 1 TWO STORY STRUCTURE 1 UP AND 1 DOWN. WALKED TO THE REAR OR NORTH SIDE OF COMPLEX FOUND 3 METERS IN PLACE 1 REMOVED. ONE METER TURNED ON, TWO BOLTED.
WALKED EAST SIDE OF COMPLEX FOUND 7 UNTS, 1 LAUNDRY ROOM, (8 TOTAL) LAST UNIT TO THE NORTH WAS LAUNDRY/HOT WATER HEATER RUN. WALKED TO THE REAR OF THOSE UNITS FOUND 6 METERS IN PLACE. THE LAUNDRY ROOM METER WAS TURNED ON 2 METERS WERE RED TAGGED, 2 LOCKED.
I WALKED THE ROOF ON EAST SIDE STRUCTURE AND FOUND THAT NOTHING HAD CHANGED FROM THE 1ST DAY I HAD BEEN TO THE COMPLEX AND ISSUED THE NOV. ELECTRICAL BOXES STILL LYING ON THE ROOF TOPS FROM BEING KNOCKED OVER (OR MAYBE NEVER MOUNTED) EXPOSED ELECTRICAL WIRING AT UNITS AND FROM CONDUIT. NO GAS FLEX LINES WITH SHUT OFF VALVUE AT SOME UNITS AND SAME GAS LINES TERMINATED WERE GAS ENTERED THE ROOF LINE.
FROM THE EAST SIDE ROOF COULD SEE NOTHING WAS DONE ON THE 2 UNITS ABOUVE SINGLE STORY UNITS AND NOTHING DONE TO THE SINGLE STORY UNITS TO THE WEST.
01/17/2006 INSP - INITIAL CODE ENFORCMENT Approved WHILE ON SITE INSPECTING FIVE PROPERTIES, I FOUND THAT THE TENANT IN THOSE UNITS HAD NO HEAT, TENANTS MENTIONED THEY DID HAVE COOLING BUT NO HEAT. I ASKED JIM DOAN(PROPERTY MANAGER) WHAT TYPE OF HEATING AND COOLING THE UNITS WERE SUPPLIED WITH. HE THOUGHT IT WAS A HEAT/COOL TYPE. MAINTENANCE PERSON STAN VERIFIED THAT IT WAS A GAS PACK ON THE ROOFTOPS, WITH ELECTRICAL COOLING AND GAS HEAT. I ASKED WHO WAS RESPONSIBLE FOR PAYING THE GAS AND JIM DOAN MENTIONED THAT THE TENANTS WERE RESPONSIBLE FOR PAYING THE GAS. I ASKED LISA MARTIN (TENANT) AND DANIEL (UNIT 4361) IF THEY HAD HEAT WHEN THEY MOVED IN. BOTH MENTIONED THEY DID NOT.

CHECKED THE GAS METERS TO THE REAR OF THE UNITS AND FOUND THAT MANY OF THE METERS HAD BEEN PULLED. I CALLED NICHOLE HENRY (DNR) AND ASKED IF SHE COULD GET SOUTHWEST GAS HISTORY ON THOSE UNITS. WHEN NICHOLE CALLED BACK SHE MENTIONED THAT SOME OF THE UNITS HAD NO GAS SINCE 1990. I THEN CALLED SOUTHWEST GAS MYSELF TO GET A REPORT ON ALL UNITS AND FOUND THAT 22 OF THE 27 UNITS DID NOT HAVE GAS. ONE UNIT WAS SPECIFIED AS THE LAUNDRYU ROOM AND IT DID HAVE GAS PAID BY THE OWNER. CALLED AND SPOKE WITH INSPECTOR II RICK SALDATE, AFTER SPEAKING AND MEETING WITH HECTOR LOPEZ, HECTOR MENTIONED THAT OWNER SHOULD STILL BE RESPONSIBLE FOR SUPPLYING GAS TO THE UNITS AT THIS TIME BECAUSE THE OWNER HAS RENTED UNITS TO TENANTS WITH NO GAS. RICK AGREED AND MENTIONED THAT THE OWNER WILL HAVE TO SUPPLY TEMPORARY HEAT IN THE WAY OF SPACE HEATERS ETC... AND THEN BE GIVEN A SHORT PERIOD TO SUPPLY HEAT TO EACH UNIT, ISSUED IN AN NOV. PROPERTY MANAGER JIM DOAN ARGUED THAT TENANT WAS RESPONSIBLE FOR PAYING GAS AND SHOULD BE RESPONSIBLE FOR HAVING METER RECONNECTED AND GAS SUPPLIED TO HEATING FACILITIES. I EXPLAINED MY CONVERSATION WITH HECTOR LOPEZ AND RICK SALDATE TO JIM DOAN AND INFORMED HIM THAT HE WOULD NEED TO MAKE CONTACT WITH OWNERS TO COME UP WITH SOME TYPE OF GAME PLAN (I AM FULLY AWARE THAT OWNERS LIVE OUT OF THE STATES, AS THEY WORK FOR THE US EMBASSY, JIM DOAN MENTIONED SINGAPORE, I AM UNSIRE OF THE TIME DIFFERENCES.) JIM WENT BACK TO HIS OFFICE TO CONTACT OWNERS. AFTER SOME TIME HE DID MAKE CONTACT. JIM CONTACTED ME AND MENTIONED OWNERS CONTACTED SOUTWEST GAS AND AFTER SPEAKING WITH SOUTHWEST GAS FELT THEY WERE NOT RESPONIBLE FOR RECONNECTING THE GAS TO EACH UNIT. I EXPLAINED AGAIN TO JIM DOAN THAT THEY WERE RENTING THE UNITS WITH NO SOURCE OF HEAT DUE TO METERS BEING PULLED. I EXPLAINED THAT I WAS ISSUING AN NOV FOR NO SOURCE OF HEAT AND ASKING THAT THE OWNERS SUPPLY TEMPORARY HEAT, FIX HEAT PACKS ON THE ROOF TOPS AND INSTALL OR MAINTAIN GAS AND ELECTRIC HOOKUPS TO THOSE UNITS, BECAUSE UNITS HAVE NOT BEEN OPERATING OR PROBABLY NOT SERVICED SINCE THE GAS WAS TURNED OFF TO THOSE UNITS.

DUE TO THE MATTER OF GATHERING INFORMATION AND COMPLEXITY OF THIS CASE I INFORMED JIM DOAN THAT I WOULD BE STOPPING BY THE FOLLOWING MORNING TO ISSUE THE NOV.
