TRAILER: IS USING SPACE HEATERS, NO HEATING UNIT PROVIDED, CANT PLUG IN MORE THAN ONE SPACE HEATER ON ANY SIDE OF THE TRAILER WITHOUT GETTING A POWER OUT, GETS SHOCKED BY THE FRONT DOOR EVERY TIME IT IS OPENED. FRIDGE IS LEAKING AND LANDLORD WILL NOT FIX. IS ON A 6 MONTH LEASE.

01/19/2006 INSP - INITIAL CODE ENFORCMENT GGOODMAN Approved VISITED THE SITE, UPON ARRIVAL FOUND THAT ADDRESS WAS FOR A TRAILER PARK. UNIT IN QUESTION WAS AT SOUTH END OF PARK IN THE WEST CORNER. DROVE THROUGH TRAILER PARK AND SAW THAT GAS AND ELECTRIC WERE INDIVIDUALLY METERED. VISITED UNIT AND MET WITH TENANT, MR TURNER WHO MENTIONED THAT THE STRUCTURE DID NOT HAVE HEAT AND THEY WERE USING SPACE HEATERS FOR HEAT, ALSO MENTIONED THEY HAVE CHILDREN. THERE WERE MULTIPLE ISSUES(WENT OVER BRIEFLY WITH SOME OF THE ISSUES) HAS CALLED OWNER SEVERAL TIMES AND COMPLAINED BUT GOT NO RESPONSE. ALSO MENTIONED THAT DUE TO LACK OF HEAT THEY WERE MOVING INTO THE TRAILER TO THE EAST OF THEM. I EXPLAINED TO MR TURNER THAT I WOULD BE CONDUCTING A COMPLETE INSPECTION OF THE UNIT, HE ALLOWED ENTRY. MY FINDINGS ARE AS FOLLOWS. INTERIOR FEATURES: 1)FRONT STEPS LACK HAND RAILS NOT SECURED TO THE TRAILER 2)FRONT DOOR KNOB IS A DOUBLE KEYED DEADBOLT 3)FRONT FLOOR AREA JUST INSIDE TRAILER APPEARS THAT SUB FLOORING IS DETIORIORATED AND FELT AS IF I COULD FALL THROUGH. 4)LIVING ROOM WINDOW LACKS A CRANK ON WESTERN WALL 5)UNIT LACKS NECESSARY SMOKE DETECTORS 6)LIVING ROOM WINDOW ON WEST WALL HAS BROKEN GLASS 7)KITCHEN WINDOW ON WEST WALL LACKS A CRANK, HING IS BROKEN 8)WINDOW ABOVE KITCHEN SINK LACKS A CRANK 9)STOVE LACKS KNOBS TO TURN ON BURNERS 10)BATHROOM DOOR NOT HUNG PROPERLY 11)REAR AND FRONT DOOR LOCKS DOOR STOP ON KNOB SIDE (NO LOCKING MECHANISMS) 12)SOUTHERN BEDROOM WINDOW LOCKING MECHANISM IS NOT WORKING 13)CEILING MISSING TRIM IN SOUTHERN BEDROOM 14)NO STAIRS AT REAR DOOR 15)REAR DOOR KNOB DOUBLE KEYED DEADBOLT ELECTRICAL: 1)ELECTRIC BEHIND STOVE RECEPTICLE NOT PROPERLY SECURED IN THE WALL 2)NORTHERN BEDROOM, NORTH WALL RECEPTICLE NOT PROPERLY SECURED IN THE WALL 3)LIGHT IN NORTHERN BEDROOM NOT COMPLETED AND LACKS A GLOBE. 4)RECEPTICLE ON WESTERN WALL IN LIVING ROOM DAMAGED AND SHOWS AN OPEN GROUND. 5)BOTH LIGHTS NOT COMPLETED AND LACK BULBS AND GLOBES 6)FAN HAS EXPOSED ROMEX, NO FAN COVER , FAN RAN OFF LIGHT AND SWITCH 7)SOUTHERN BEDROOM LIGHT FIXTURE NOT COMPLETE 8)SOUTHERN BEDROOM OUTLET NOT SECURED TO SOUTHERN WALL 9)ALL OUTLETS HAVE BEEN PAINTED OVER MAKING IT DIFFICULT TO PUT IN CORDS ETC.. 10)ELECTRICAL CIRCUIT ADDED FOR WASHER AND DRYER. PLUMBING: 1)SHOWER HEAD IMPROPERLY INSTALLED, HANDLES AND DIVERTER VALVE EXPOSED 2)TUB NOT PROPERLY SEALED, MOLDING NOT SEALED 3)NO SHUT OFF VALVE FOR TOILET OR SINK (HOT OR COLD) DRAIN PIPE LACKS ESCHUCHEON 4)SINK IN BATHROOM NOT PROPERLY REPAIRED 5)HOT WATER HEATER LACKS COLD WATER SHUT OFF AND FLOOR IS DETERIORATING 6)IMPROPER SEWER HOOK UP FROM TRAILER 7)IMPROPER SEWER HOOLUP FROM WASHER HEATING: UNIT HAS NO FUNCTIONING HEATING FACILITIES APPEARS STRUCTURE WAS REMODELED AND HEATING ROOM ELIMINATED.
05/22/2006 INSP - FOLLOW UP CODE ENFORCE GGOODMAN Approved VISITED SITE, MET INSPECTOR MARTIN ROMERO ON SITE AS TENANT WAS SPANISH SPEAKING ONLY AND MET WITH SITE MAGAGER LORRIANCE ALSO SPANISH SPEAKING. MR. GERZA EXPLAINED THAT THE ONLY ITEMS NOT COMPLETED WAS EITHER BECAUSE HE IS WAITING ON THE PARTS AND SCHEDULING OF PAY CHECKS AND PAYING FOR THE PATS, AND THAT THE TRAILER WAS PURCHASED AS IS AND HE COULD NOT GET OR RETAIN A PERMIT FOR WORK HE DID NOT DO HIMSELF. MR. GARZA MENTIONED THE HEATER WAS NOT INSTALLED IN THE TRAILER WHEN PURCHASED, MENTIONED HE HAS THE FERNACE IN THE BACK UNDER TARPS. MR. GARZA SHOWED MARTIN AND I THE FERNACE. 1) THE SMOKE DETECTOR HAD BEEN INSTALLED AND WAS WORKING 2) ALL RECEPTS WERE CHANGED OUT AND PROPERLY WIRED AND LIGHTS WORKING PROPERLY. THE FAN WAS WORKING BUT A COVER WOULD NOT BE FOUND (ASKED HE USE MOLDING TO TRIM THE PERIMETER AND LET IT GO AT THAT) SO ALL ELECTRICAL WAS COMPLETED. 3) ALL PLUMBING ITEMS ABATED. HOT WATER HEATER FLOOR WAS SUPPORTED FROM UNDERNEATH THE TRAILER. 4) INTERIOR SURFACES COMPLETE EXCEPT FOR 5' OF CEILING TRIM. LET IT GO DUE TO OWNER OCCUPIED AT THIS TIME. 5) BEDROOM WINDOW IN BOTH BEDROOMS WERE FIXED, BECAUSE OF SLIDING WINDOW. ALL OTHER WINDOWS = CRANKS COULD NOT BE FOUND MR. GARZA MENTIONED WINDOWS DID NOT WORK EVEN WITH CRANKS. 6) WORK WITH OUT PERMITS ELMINATED DUE TO TRAILER BEING PURCHASED AS IS. 7) I DID ASKE OWNER TO PROVIED STAIRS WITH RAILINGS TO THE DOORWAYS AND ASKED FOR DEADBOLTS TO BE REPLACED DUE TO FIRE HAZARD/ ACCESS CONTROL *DID MENTION HE WOULD NEED 15 DAYS TO GET PAID AND COMPLETE ITEMS. WILL EXTEND THS TIME!! AFTER SPEAKING WITH RICK SALDATE. PICTURES WERE TAKEN.
