LANNY COLTON WITH NEW MAINTENANCE MAN SCOTT AND WALKED SOME OF THE BUILDINGS AND BUILDING 1 ONLY HAS THE FIRE DOORS DONE. ONCE FINISHED WITH THE FIRST FLOOR OF INSPECTION ON BUILDING ONE THE INSPECTION WAS STOPPED DUE TO THAT'S THE ONLY BUILDING COMPLETED ON THE DOORS. IT WAS CONFIRMED THAT ALL WORK FOR T.F.D. WAS GONG TO BE DONE FIRST THAN TO WO0RK THE OTHER ISSUES ONCE AN INSPECTION IS DONE ON THE OTHER UNITS. IT WAS SAID THAT T.F.D. WILL BE GOING THRU ALL UNITS ON NOV. 30, 2005 AND WILL BE SPLITTING UP INTO TWO TEAMS. WILL CHECK WITH GERALD AND RICK IF WE ARE GOING TO BE PART OF THIS INSPECTION. WILL CHECK IN 20 DAYS.

09/06/2005 INSP - INITIAL CODE ENFORCMENT GGOODMAN Approved VISITED SITE, MET WITH OFFICE MANAGER ANNA GOTERBA, AND PART TIME HELPER SCOTT. SCOTT LIVES ON SITE AND HELPS AROUND THE COMPLEX, HAS VARIOUS DUTIES. EXPLAINED TO ANNA THAT WE HAD BEEN CALLED OUT BY TPD., THAT WE WOULD BE MEETING WITH OFFICER BOB GREENWOOD. ANNA MENTIONED THAT SHE WAS FAMILIAR WITH OFF. GREENWOOD THAT HE HAD BEEN OUT SEVERAL TIMES IN THE PAST MONTHS.TOLD ANNA WE WERE INTRESTED IN THE VACANT UNITS AND THE CONDITION OF THE POOL. ANNA MENTIONED THAT THE POOL HAD BEEN CLOSED DOWN ON SATURDAY, OVER THE WEEKEND BECAUSE THE POOL WAS LOOKING CLOUDY. THE POOL WAS TREATED WITH CHEMICALS AND LOCKED UP, CHAINED AND LOCKED, BUT THAT PEOPLE WERE JUMPING THE GATE AND GETTING IN THE POOL ANYWAY, THAT WAS MANAGEMENTS CONCERN. ANNA MENTIONED THAT THERE WAS A POOL COMPANY THAT MAINTAINS THE POOL BUT THEY TOOK CARE OF IT THEMSELVES DUE TO HOLIDAY WEEKEND. ECONO POOL USUALLY COMES OUT TWICE A WEEK. POOL WAS LOCKED AT THE TIME OF THIS VISIT. FENCING AND GATES WERE IN COMPLIANCE AT THIS TIME. ANNA PROVIDED DNR WITH A LIST OF VACANT UNITS. TOTAL UNITS WERE 144, VACANT UNITS AT THIS TIME ARE 82 WITH MORE EXPECTED DUE TO EVICTIONS. ANNA MENTIONED THAT COMPLEX HAS NO TRUE MAINTANENCE PERSON AT THIS TIME, HAS NOT FOR SOME TIME. THEY DO HAVE A CLEANING PERSON AND SCOTT WHO HELPS OUT ONLY. ANNA MENTIONED THAT MR. EVENCHIK (OWNER) VIEWS THIS AS LOW OVERHEAD, AND DOES NOT UNDERSTAND THE PRESSURE HE HAS PUT ON MANAGEMENT. ANNA ALSO MENTIONED THAT MR. EVENCHIK HAS SEVERAL OTHER PROPERTIES ALL IN THE SAME CONDITION. ANNA MENTIONED THAT COMPLEX HAS OPEN CASES WITH TFD WHO ISSUED A CITATION SOME TIME AT THE END OF AUGUST, YET NOTHING HAS BEEN DONE TO ABATE THOSE ISSUES. MENTIONED TPD WROTE THEM UP FOR ABANDONED VEHICLES, BUT THEY WERE REMOVED FROM PROPERTY ALREADY. OFFICER GREENWOOD ARRIVED ON SITE, MENTIONED THAT HE WAS INTRESTED IN WALKING THE PROPERTY WITH US TO FIND OUT WHAT UNITS WERE VACANT, IF ANY WERE SECURED, AND WHAT UNITS MAY BE HOUSING UNWANTED PERSONS. HE FELT SOME UNITS HAD TRANSIENTS IN THEM AT THIS TIME. DNR INSPECTORS ASKED SCOTT TO PROVIDE THE KEYS BY BUILDINGS FOR ALL VACANT UNITS AT THIS TIME DNR INSPECTORS AND TPD WERE ALLOWED ENTRY INTO VACANT UNITS BY SCOTT, WENT UNIT BY UNIT CHECKED ALL VACANT UNITS, BUILDING ONE FIRST, THEN 2ND, 3RD, AND 4TH BUILDING. FOUND MOST UNITS HAD BEEN ABANDONED, MOST UNITS WERE FILLED WITH TRASH AND DEBRIS. SOME UNITS HAD POWER OTHERS DID NOT. SOME UNITS HAD OPENED WINDOWS AND SLIDING GLASS DOORS, THOSE UNITS THAT COULD BE SECURED BY LOCKING THE WINDOWS AND DOORS WERE SCURED. SOME UNITS WERE SECURED BY FRONT DOOR TO UNIT SCREWED SHUT. SOME UNITS WERE LACKING KEYS TO UNITS. ALL 82 UNITS WERE ACCESSED AND DOCUMENTED AS TO WHAT WAS VACANT AND SECURED, AND WHAT WAS NOT. FOUND 30 UNSECURED UNITS. EXPLAINED TO OFFICER GREENWOOD THAT A NOV WOULD BE ISSUED FOR ALL UNSECURED UNITS AND 24 HRS GIVEN TO SECURE THE UNITS. EXPLAINED TO MANGER ANNA THE SAME NOV SITUATION. WROTE NOV ONSITE GIVING OWNER 24 HRS TO SECURE ALL UNITS. EXPLAINED TO ALL PERSONS THAT WE WOULD EXPECT OTHER UNITS TO BE BREACHED ONCE UNITS BECAME SECURED. INSPECTOR C-5, R VIDAL CALLED AND SPOKE WITH INSP. 2, R SALDATE MENTIONED THAT WE HAD 82 VACANT UNITS ASKED IF WE SECURE THEM ALL OR JUST THE UNSECURED UNITS. EXPLAINED BECAUSE OF THE SITUATION WE WOULD EXPECT OTHER UNITS TO BE VIOLATED. RICK MENTIONED THAT WE NEED TO BOARD ONLY THE VACANT UNITS. TRIED TO MAKE CONTACT WITH OWNER, CALLED CHATEAU SONATA ON NORTH ALVERNONMADE CONTACT WITH SALLY CULVER WHO MENTIONED THAT MR. EVENCHIK WAS OUT OF TOWN BUT THAT SHE WOULD TRY TO REACH HIM. EXPLAINED TO SALLY THAT C.O.T./ DNR HAD ISSUED NOV AND THAT MR EVENCHIK HAD 24 HRS TO ABATE THE ISSUE USING HIS CONTRACTOR OR THAT C.O.T. WOULD SECURE THE UNITS AND LEAN THE PROPERTY. SALLY MENTIONED SHE WOULD HAVE OWNER CONTACT ME, GAVE SALLY CONTACT NUMBERS.
