08/18/2005 INSP - INITIAL CODE ENFORCMENT GGOODMAN Approved VISITED SITE, WENT DIRECTLY TO OFFICE, MET WITH ASSISTANT MANAGER JUNE, WHO MENTIONED THAT SHE WAS AWARE OF THE SITUATION. MENTIONED THAT TENANT HAD NOTIFIED HER ON FRIDAY, MAINTANENCE RESPONDED SATURDAY TO ADDRESS THE PROBLEM. JUNE MENTIONED THAT THERE HAD BEEN A PLUMBING LEAK IN THE APARTMENT ABOVE CAUSING THE WATER TO SEAP INTO THE UNIT BELOW, MENTIONED THAT WATER HAD BEEN EXTRACTED AND CARPET CLEANED. I ASKED IF MANAGEMENT HAD BEEN BACK OUT TO VERIFY WORK HAD BEEN COMPLETED, JUNE MENTIONED THAT NOBODY HAD BEEN BACK OUT, AND SHE WAS UNSURE IF THE JOB WAS COMPLETE. JUNE WAS UNSURE IF NEW MANGER DEBBIE HAD BEEN OUT TO CHECK. VISITED UNIT #907, MET WITH TENANT PATRICIA BILLIE, WHO APOLOGIZED AND MENTIONED THAT BROTHER HAD RECENTLY PASSED AWAY.I ASKED IF SHE WOULD LIKE ME TO REINSPECT, SHE SAID NO. PATRICIA MENTIONED WATER PROBLEM AND THE AREA IN THE LIVINGROOM THAT WAS EFFECTED, AND THEN SHOWED ME THE BATHROOM. SHE MENTIONED THAT A HOLE WAS CUT IN THE CEILING TO EXTRACT WATER AND ALLOW AREA TO DRY, BUT THAT NOBODY HAD BEEN BACK OUT TO COMPLETE THE PROJECT. EXPLAINED TO PATRICIA THAT I WOULD BE CONDUCTING A THOROUGH INSPECTION AND THAT AN NOV WOULD BE ISSUED FOR REPAIRS. PATRICIA SAID TO GO AHEAD AND INSPECT BUT THAT SHE WAS MOVING OUT AT THE END OF THE MONTH. I ASKED IF SHE WAS PAID UP ON RENT, SHE SAID SHE STILL OWED FOR AUGUST. EXPLAINED THAT SHE NEEDED TO BE PAID UP, OR THAT ACTIONS COULD BE TAKEN AGAINST HER. BEGAN THE INSPECTION , MY FINDINGS ARE AS FOLLOWS: FIRE SAFETY: >SOUTH EAST BEDROOM COMPLETELY FILLED WITH BOXES FURNITURE AND PERSONAL BELONGINGS. NO ROOM OR PATH TO GET TO EXTERIOR WINDOW IN CASE OF EMERGENCY. VENTILATION SYSTEM: >FAN IN MASTER BEDROOM NOT WORKING PROPERLY. MECHANICAL EQUIPMENT: >STOVE BURNER, LEFT REAR NOT WORKING. >GARBAGE DISPOSAL NOT WORKING. ELECTRICAL SYSTEMS: >KITCHEN RECEPTICLE WITHIN 3' OF SINK AREA NOT GFCI PROTECTED. >LIVING ROOM RECEPTICLE, NORTH WALL, NOT WORKING. >RECEPTICLE IN MASTER BEDROOM BATH, NOT GFCI PROTECTED. *COULD NOT BET TO RECEPS IN S/E BEDROOM DUE TO CLUTTER. PLUMBING SYSTEMS: >CAULKING AT TO TOP OF TUB IS CRACKED AND PEELING, NEEDS TO BE RESEALED. INTERIOR FEATURES: >HOLE CUT IN HALL BATH CEILING NEEDS TO BE REPAIRED, TAPED, TEXTURED AND PAINTED. >CEILING NEAR RETURN AIR VENT IN MASTER BEDROOM IS SAGGING DUE TO POSSIBLE LEAK, EVIDENCED BY WATER MARKS AT VENT AND CORNERS OF CEILING IN THE AREA. >FRONT DOOR, AND S/E BEDROOM DOORS RUB, MAKING IT DIFFICULT TO OPEN DOORS. >DOOR IN MASTER BEDROOM WILL NOT CLOSE AT ALL, WILL NOT LATCH. PRIOR TO LEAVING THE APT. I EXPLAINED TO THE TENANT THAT THE REAR BEDROOM WOULD NEED TO BE CLEARED FOR EGRESS AND EMERGENCY PURPOSES. VISITED OFFICE, MET WITH NEW MANGER DEBBIE, WENT OVER MINIMUM HOUSING VIOLATIONS. EXPLAINED HOW DNR WORKS, AND THE NOV. EXPLAINED THAT THE ORIGINAL ISSUES AT UNIT #907 HAD BEEN ADDRESSED BUT NOT COMPLETED, SHE WAS UNAWARE. DEBBIE DID MENTION THAT SHE HAD ONLY BEEN ON JOB FOR 2 WEEKS. ASKED IF SHE COULD CALL FOR REINSPECTION PRIOR TO 30 DAYS IF WORK WAS COMPLETED. DEBBIE WAS GIVEN BUSINESS CARD WITH CONTACT NUMBERS IF WORK WAS TO BE COMPLETED PRIOR TO RECEIVING NOV OR 30 DAY FOLLOW UP. PICTURES WERE TAKEN.
