MARISCAL MENTIONED THAT BECAUSE OF PREVIOUS CASES AT THE PROPERTY BEFORE,SHE UNDERSTOOD WHY WE WERE THERE AND TO PLEASE DO WHAT EVER WE NEEDED TO DO. BEGAN TO WALK THE SITE AND QUIKLY FOUND EXTENSION CORDS RUNNING FROM A LARGE STORAGE SHED AT THE BACK OF THE PROPERTY OWNED BY MRS. MARISCAL, TO TWO UNITS WITH ADDRESS ACTUALLY ON CUESTAS AVE. (114 AND 122 S. CUESTAS). PICTURES WERE TAKEN. KNOCKED ON BOTH DOORS, 114 CUESTAS FIRST. TENANT ANITA MUEBLES ANSWERED AND MENTIONED THAT SHE HAD BEEN RENTING THE UNIT AND HAD BEEN THERE FOR APPROX 2 MONTHS. MENTIONED THAT THE OWNER ALBERT MARISCAL (SON) HAD SAID IT WAS OK TO RUN THE EXTENSION CORD FROM THE SHED FOR POWER. MENTIONED THAT SHE WAS SUPPOSED TO HAVE ELECTRIC ESTABLISHED BY THE FOLLOWING DAY. ALSO MENTIONED THAT DESERT DWELLERS WAS ASSISTING HER AS FAR AS PAYING FOR RENT AND UTILITIES,USING HER MONEY. ALBERT MARISCAL PRESENTED TWO CHECKS FROM DESERT DWELLERS, ONE FOR RENT AND ONE TO TEP FOR POWER. ALBERT CONFIRMED THAT ALL CHECKS CAME FROM DESERT DWELLERS. KNOCKED ON THE DOOR OF ADDRESS 122 S CUESTAS,TENANT ALEJANDRO RODRIQUEZ ANSWERED THE DOOR MENTIONED THAT HE HAD NO POWER BUT THAT HE HAD CALLED TEP TO SET IT UP, TO HAVE POWER ESTABLISHED. CALLED TEP TALKED WITH EMPLOYEE ROGER WHO CHECKED TO SEE IF UNIT 114 HAD CALLED TO HAVE POWER SECURED, HE SAID TEP WAS SHEDULED TO RECONNECT POWER ON WED. 4/23/05 THAT THEY WOULD BE OUT SOMEWHERE BETWEEN 8-12 AM. ASKED IF TEP WAS SCHEDULED TO RECONNECT POWER FOR 122, ROGER MENTIONED THAT A CALL HAD BEEN PLACED, BUT THAT THEY HAD NOT RECEIVED FURTHER INFORMATION REQUESTED BY TEP SO THEY HAD DROPPED THE REQUEST UNTIL THEY RECEIVED THE INFORMATION ACTUALLY NEEDED FROM THE OWNER OF THE PROPERTY. TURNED THE PHONE OVER TO ALEJANDRO (TENANT), THEN TO ALBERT(OWNER) SO THAT TEP COULD COLLECT ALL INFO NEEDED FROM BOTH PARTIES, AND POWER COULD BE RE-ESTABLISHED. TEP SAID THEY WOULD ALSO RECONNECT POWER ON 4/13/05. EXPLAINED TO OWNER ALBERT MARISCAL THAT WE WOULD BE ISSUING A 24 HR NOV FOR THE POWER OF BOTH UNITS, AND THAT WE WOULD ALSO BE ISSUING A 30 DAY NOV FOR MINIMUM HOUSING ISSUES AT II4 S. CUESTAS. OUR FINDINGS FOR 114 S CUESTAS ARE AS FOLLOWS: EXTENSION CORDS WERE BEING RUN TO ALL APPLIANCES ( WILL BE ABATED WHEN POWER IS SECURED ON 4/13/05) DETERIORATING BATHROOM FLOOR, HAS LARGE HOLE TAPED OVER WITH DUCT TAPE. COLD WATER VALVE NOT WORKING ON LAV, MUST TURN ON AND OFF AT THE ANGLE STOP. WOOD FLOORING AT BACK ENTRY/STORAGE AREA IS BUCKLING, CAUSING A TRIP STEP. BACK DOOR LACKS WEATHER STRIPPING, EVIDENCED BY DAY LIGHT SHOWING FROM INSIDE. DOUBLE KEYED DEADBOLT HAS BEEN INSTALLED IN REAR DOOR. DOOR NOT LATCHING PROPERLY. NO WORKING SMOKE DETECTOR ( OWNER ABATED ISSUE WHILE ON SITE) FRONT DOOR DETERIORATING, DOOR SKIN PEELING AWAY EXPOSING THE INSIDE OF DOOR. THRESHOLD NOT SECURED, DOOR LACKS DOOR SWEEP. DEADBOLT ON SECURITY DOOR NOT WORKING PROPERLY. LARGE CRACKS ON NORTH WALL NEAR WINDOWS AND CRACKS AT CEILING CORNER NEED TO BE SEALED AND PAINTED. ADRESSING: UNIT LACKS NUMBERS AT UNIT OR ON MAILBOX. EXTERIOR: KITCHEN WINDOW HAS BROKEN WINDOW PANE SEWER CLEAN OUT CAP HAS BEEN REMOVED, ROCKS THROWN ON THE SEWER PIPE CAUSING SEWER TO BACK UP.(REMOVE ROCKS,AND CLEAR SEWER LINE) REAR WINDOW OF STRUCTURE HAS A LARGE HOLE IN THE WINDOW JAMB THAT NEEDSSEALING AND PAINT STUCCO ON S/W CORNER OF STRUCTURE IS PEELING AND FLAKING; NEEDS REPAIR AND PAINT. UNIT 122: WROTE UP A 24 HR NOV ON SITE REQUESTING POWER BE RESTORED TO UNIT AND IF NOT POST UNIT UNFIT TO OCCUPY. ON THE SAME NOV REQUESTED GAS SERVICE BE RESTORED WITHIN 30 DAYS. UNIT II4: WROTE MULITPLE NOV REQUESTING POWER BE RESTORED WITHIN 24 HRS, GAS AND MINIMUM HOUSING RE-INSPECT SCHEDULED FOR A 30 DAY FOLLOW UP. WENT OVER ISSUES ON NOV'S WITH OWNER ALBERT MARISCAL, ANSWERED QUESTIONS, MADE SURE HE UNDERSTOOD THAT I WOULD BE BACK THE FOLLOWING DAY TO MAKE SURE ELECTRICAL RECONNECTS WERE COMPLETE FOR BOTH UNITS AND THAT I WOULD FOLLOW UP IN 30 DAYS FOR MINIMUM HOUSING INSPECTION. 05/16/2005 INSP - FOLLOW UP CODE ENFORCE GGOODMAN Approved VISITED SITE ON A FOLLOW UP ATTEMPT TO MAKE CONTACT WITH OWNER. A HAND WRITTEN LETTER ON AN INSPECTION REQUEST FORM WAS GOING TO BE LEFT FOR THE OWNER'S SON ALBERT MARISCAL SINCE MANY STTEMPTS TO CONTACT HIM WERE UNANSWERED. ALBERT WAS ON SITE WHEN I WENT TO DELIVER THE LETTER, ALBERT SIGNED THE LETTER, I INFORMED HIM OF WHAT HAD TAKEN PLACE ON THE 5/13/05 INSPECTION, THAT ELEVEN ITEMS REMAINED UNABATED ON THE NOV FOR UNIT 114 S CUESTAS, AND THAT I HAD WRITTEN A NEW NOV FOR VACANT AND UNSECURED UNIT 118, WHICH INCLUDED TRASH AND DEBRIS.WALKED THE PROPERTY WITH ALBERT, SHOWED HIM THE TRASH AND DEBRIS THAT NEEDED TO BE REMOVED. AT THAT TIME ALBERT INFORMED ME THAT ON SATURDAY 5/14/05, UNIT 114 S CUESTAS HAD BURNED INSIDE THE STRUCTURE THAT TFD HAD BEEN CALLED OUT AND WHEN THE FIRE WAS PUT OUT TFD REQUESTED BOARD UP. ALBERT MENTIONED THAT HE BOARDED THE UNIT HIMSELF, AND WAS TOLD ONLY BROKEN OR UNSECURED WINDOWS WOULD NEED TO BE BOARDED.UNIT HAS BEEN SECURED AND LEFT VACANT AT THIS TIME. SINCE THE INTERIOR OF THE UNIT HAS BEEN BURNED, DNR NO LONGER HAS OPEN VIOLATIONS FROM THE ORIGINAL NOV. DUE TO FIRE AND VACANT UNIT DNR INSPECTOR C-16 WILL CLOSE ORIGINAL CASE ON TO5DV00272. HOWEVER CASE OPENED ON FRIDAY 5/13/05 WILL REMAIN OPEN AND SCHEDULED FOR A 30 DAY FOLLOW-UP. PICTURES WERE TAKEN.
