11/22/2004 VIOL - MEANS OF EGRESS SHIGGINB Approved TFC. 1027.5 Emergency escape openings. Required emergency escape openings shall be maintained in accordance with the code in effect at the time of construction, and the following: Required emergency escape and rescue openings shall be operational from the inside of the room without the use of keys or tools. Bars, grilles, grates or similar devices are allowed to be placed over emergency escape and rescue openings provided the minimum net clear opening size complies with the code that was in effect at the time of construction and such devices shall be releasable or removable from the inside without the use of a key, tool or force greater than that which is required for normal operation of the escape and rescue opening. 1. At the time of construction emergency escape opening where not required. But in the opinion of this code official the problem of emergency egress of the west hallway and bedrooms, the southeast bedroom and hallway, is greatly impaired by the construction. This condition may cause undue harm to residents if not brought up current code standards. 2. The current egress construction of the above location doesn't meet the min. requirements of the Behavioral Health Licensing. (R-20-405.B.7) TFC. (IBC) 110.1 Use and occupancy. No building or structure shall be used or occupied, and no change in the existing occupancy classification of a building or structure or portion thereof shall be made until the building official has issued a certificate of occupancy therefor as provided herein. Issuance of a certificate of occupancy shall not be construed as an approval of a violation of the provisions of this code or of other ordinances of the jurisdiction. 1. New Certificate of Occupancy is required and will reflect the type use and equal to number of clients licensed by state.

Furnishings, decorations or other objects shall not be placed so as to obstruct exits, access thereto, egress therefrom, or visibility thereof. 1. Remove desk from E. hallway or remove access from S. end of hallway and use as office.
