VISITED SITE, WAITED UNTIL 2:30 PM ASTATKE NOR CONTRACTOR SHOWED UP ON SITE. LEFT SITE AT 2:30 PM, WENT TO ASTATKE'S HOME ON 15TH ST. AND HAND DELIVERED NOV TO ASTATKE, WENT OVER ISSUES ON NOTICE AND ORDER INCLUDING TIME FRAME. ASTATKE WAS NOT HAPPY TO SEE ME, SIGNED FOR NOV AND WENT INTO HOUSE. LEFT SITE.

LANDLORD CAME IN APPROX. 2 WEEKS AGO, LIT PILOT AND PILOT STAYED LIT. THEN TURNED ON THE THERMOSTAT, FAN DID NOT COME ON, LANDLORD CHANGED FUSE, RESIDENT UNPLUGGED THE HEATER, PLUGGED IT INTO ANOTHER OUTLET, FAN CAME ON FOR APPROX. 5 MIN., HEATER MADE A NOISE AND SHUT OFF. AS INSP. WAS LOOKING AT HEATER HE FOUND DAMPER STILL IN, AND PROBABLY THE REASON FAN SHUT OFF, AS IT SHOULD SHUT DOWN . DID CHECK FOR POWER, AND HAS POWER. CHECKED FUSE, FUSE WAS BAD AND RESIDENT REPLACED THE FUSE,HEATER CAME ON AND SEEMS TO BE WORKING FINE. I DID TURN OFF HEATER, NOT MY RESPONSIBILTY TO GET HEATER WORKING, OWNER WILL NEED TO COME BACK OUT AND RE-TURN ON THE HEATER, SHOULD BE CHECKED FOR C/O, FILTER DIRTY, AND NEEDS TO BE REPLACED. SMOKE DETECTOR DOES NOT WORK. RESIDENT STATED THAT KITCHEN LIGHT SWITCH DOES NOT WORK, AND AT THIS TIME HE HAD NO OTHER ISSUES IN UNIT, THAT EVERYTHING ELSE SEEMS TO WORK. AS TALKING WITH RESIDENT IN UNIT #2, RESIDENT FROM #4, AMY, ASKED TO SPEAK WITH ME,AND WANTED ME TO LOOK AT HER UNIT WHICH ALSO HAD NO HEAT, OWNER HAD GIVEN HER A SPACE HEATER A MONTH AGO.ALSO S/W GAS CAME OUT SEPT. 23,FOUND A LEAK IN TUBING TO PILOT LIGHT. RESIDENT EXPLAINED THE SITUATION TO THE OWNER, OWNER HAD CATALINA MECHANICAL COME OUT. CATALINA WROTE A EVALUATION ON PAPERAND GAVE TO OWNER. HAVE A COPY IN FILE,IT SUGGESTED REPLACEMENT OF HEATER DUE TO REPAIR LIABILITY TOO GREAT AND C/O PROBLEM. AMERICAN STANDARD HEATING ALSO CAME OUT AND AGREED WITH S/W GAS AND CATALINA HEATING AS TALKING WITH AMY.SHE GAVE C-13 THE NUMBER TO MANAGER AND WILL FAX OWNERS ADDRESS IN NEW YORK. CALLED OWNER/MANAGER TO SEE IF HE COULD MEET ME ON SITE AND REFUSED.
