PARK OWNER HAS ELECTRICAL CONTRACTOR (BA ELECTRICAL) AT SITE TO SECURE MAIN 600 AMP SERVICE PANEL (2) LARGE SUB PANELS AND (1) GUTTER BOX. CONTRACTOR UNDER PERMIT #T04EL01775 AT THIS TIME WILL MOUNT SERVICE AND RISER BACK INTO PLACE. WHILE GRID IS OFF FOR THE ALLOWED 30 MINUTES THE POWER GRID WILL SHUT DOWN POWER TO ENTIRE MOBILE HOME PARK. SMALL OF RESIDENCE HOMES NORTH OF LEE STA DN (4) MAJOR BUSINESS ON GRANT RD, SOUTH OF MH PARK, REPAIRS WERE MADE TO SUPPORT SYSTEM AND POWER RESTORED AT TRANSFORMER BY TEP AT 3:58 PM. THE SYSTEM WAS OWNED PART BY TEP AND THE MH PARK AT SITE. THE POLE SOUTH OF MAIN PANEL HAS LEAN IN THE AMOUNT 2'-3' CAUSING PANEL AND HIGH VOLTAGE SYSTEM TO PULL AWAY. THERE ARE MANY OTHER ISSUES CONCERNING ELECTRICAL AT THIS MH PARK, MANY IMPROPER METER BASES. HOOK UPS AND SERVICE WIRES. ON SITE THERE IS ALSO (1) MORE LARGE POWER PANEL AND SUBS THAT WILL REQUIRE NOTICE - RESEARCH BEFORE WILL BE DONE AND WILL CONTACT RAY M (DSD) FOR UPGRADE REQUIREMENTS. DSD FILE AND RECORD REPORTS ON PAST HISTORY (IE) ELECTRICAL ISSUES. AFTER REVIEWING DSD FILES, I FOUND MANY ISSUES CONCERNING ELECTRICAL HAZARDS AND A VERY LONG HISTORY CONCERNING HOOK UPS, METERS, MAIN SERVICE, SOME PERMITS WERE FOUND ON FILE AND ARE AS FOLLOWS.
09/29/2004 INSP - FOLLOW UP CODE ENFORCE JCRAIG Correction Required I MET JERRY ORTA FROM DSD AT SITE TO REVIEW ENTIRE ELECT. SYSTEM IN PARK: THE FOLLOW ISSUE'S HAVE BEEN FOUND AND THE FOOLOWING ACTION WILL TAKE PLACE. THE ENTIRE PARK WILL BE REQUIRE TO HAVE A FULL ELECT. UPGRADE -INCLUDING ALL PEDESTALS -LIFE LINES AND MAIN PANELS, INCLUDING SUB-PANELS WILL REQUIRE REPLACEMENT. THE CURRENT SYSTEM IS UNDER AMP AND HAZARDOUS AND IMPROPER DUE TO POOR WORKMANSHIP AND PLACEMENT OF SUB-PANELS AND TYPE OF CONTIONS FOUND CONCERNING EACH UNIT. THE SYSTEM HAS BEEN FOUND TO HAVE THREE AREAS WHERE POWER IS PULLED INTO THE PARK, (3) LOCATIONS IN THE PARK ARE IN THE CENTER-EAST SIDE FRONT AND THE REAR SIDE RIGHT. THE CURRENT SYSTEM IS A TOTAL OF 600 AMPS- THE PARK IS REQUIRED TO HAVE 800 AMPS DUE TO SIZE AND THE AMOUNT OF DEMAND PER UNIT. 1600 VOLT AMPS PER SPACE BY 240 VOLTS BY A DEMAND FACTOR OF 45% BY .45 = A REQUIRED SERVICE OF 800 AMPS, THIS WILL REQUIRE THE PROPERTY OWNER TO DRAW PLANS WITH A ENG.STAMP APPROVAL FOR DSD. THIS PARK WILL NOT BE ALLOWED TO MADE GEN. REPAIRS. THE PARK HAS A LONG STANDING HISTORY WITH DSD AND ELECT. PROBLEMS WITH OUT PROPER ABATEMENT. THERE HAS BEEN ISSUE'S FOUND OF BARE WIRES- SUB-PANEL HEIGHTS, SHUT-OFF HAZARDS, UNDER AMP SERVICE. LOW SERVICE WIRES TO UNITS, OVER LOADING SYSTEM, W/O PERMIS ENTIRE PARK ELECT. SYSTEM. PEDSETALS SHORTER THAN 24 ''. SERVICE WIRES BELOW THE ALLOWED 8 '. ALL THESE ISSUE'S WILL REQUIRE A NOTICE AND ORDER. AT SOME POINT THE ENTIRE PARK WILL BE SHUT-DOWN PENDING ABATEMENT.NOTICE AND ORDER UNDER REVIEW BY SUPERVISOR C-2.
