| 07/24/2001 | INITIAL CODE VIOLATION | RSALDATE | Correction Required | Initial Inspection: Property Layout: This is a saber property and consists of 3-rental units. Two attached located to front (north) of property. The front units have been numbered by the owner as 225 which is the unit on the east side and 227 for the unit on the west side. The front units have not been legally split and have an official address of 225. The third unit is located to the rear (south) of the property and has been numbered by the owner as 227 1/2 with an official address of 227. Inspection of unit #225 (front unit on west side): 1) UHC 301: Work w/o permits re rear additon consisting of one bedroom and storage type room. Contains electrical circuits for lighting,fixtures and switches. Plumbing has been either added or extended in the storage area of the addition with some partially covered. The addition have evidence of poor workmanship in that the block above the exit door is falling apart due to lack of a lintel. 2) UHC 1001.5: Hazardous Electrical Wiring in that the additon to the rear contained unprotected Romex located in the SE corner which was energized. The addition was fed from a light switch located in the kitchen area in a hazardous manner. The recepticles in the entire structure were not properly grounded when tested. The cooler in the living room was found hazardously spliced with lamp type cord. Cover plates were lacking throughout and circuits were found unprotected from extensive illegal work done in the interior such as the potential remodel of the bathroom which resulted in an unprotected and deteriorated light fixture located in the interior of the shower stall. 3) UHC 801 Exits: the unit contains the rear door blocked by extensive amounts of storage and the front door containing a security door which lacks a knob and sticks when attempting to open. 4) UHC 901: Fire Protection: The unit lacks required smoke detectors. 5) UHC 1001.8 Faulty weather protection: The unit contains leaks in the roof, broken windows, front and rear exteruir doors that do not seal properly. In addition the poor construction, lack of maintenance to the exterior walls and unfinished addition contribute to the lack of weather protection. 6) UHC 1001.2(13): The bathroom shower stall is deteriorated, the bathroom fan does not operate with the window nailed shut which has resulted in mold build up. The bathroom vanity has a leaking trap. Due to the amounts of openings to the structure infestation of roaches were found in the interior including the kitchen cabnets. Inspection of unit # 225 (front unit of east side): 1) UHC 301 Work w/o permits re rear addition,front porch, gas lines & water lines: The unit is has been illegally split from the main house and contains a rear addition consisting of a bedroom and bathroom. Research of City records show that a permit was secured for the addition on 11/27/92 number 0119931, paid for but never inspected. The addition does show divergences from the submitted plans relating to fire requirements in the area of windows and parapet walls along the property line. The addition contains electrical circuits for lighting, recepticles, and switches. The exterior east wall show circuits in conduit but never inspected and romex wires draping and unprotected. Plumbing has been added for a full bathroom consisting of shower, water closet and vanity. The sturucture contains gas & water lines which have been added to the structure either for re-routing or due to replacement of the old lines. City records do show old permits re the stated violations but cannot pertain to these due to the gas & water lines (visible from exterior, east side) entering the addition with the water line incorrectly connected in the closet of the addition. The rear of the addition contains water lines feeding a water heater which was also installed w/o permits. The front contains a porch which was never permitted. The beam is undersized and rafters overspanned. 2) UHC 801 Exiting: The front exterior security door sticks to the point of not providing adequate means of escape. 3) UHC 901 Fire protection: The unit lacked required smoke detectors. 4) UHC 1001.5 Hazardous electrical: the unit's exterior(east wall) contains circuits which were not permitted and draping unprotected. The kitchen contained a cooler electrical hookup with exposed wires. One wire was found live and immediatly hazardous to any passer by. The recepticles and switches throughout house were found w/o cover plates and tested "open ground" indicating some sort of wiring problem. 5) UHC 1001.8 Faulty weather protection: the exterior covering was found extensivly deteriorated exposing the adobe and the interior to the elements. Areas on cieling were found stained due to leakage. This is evidence of roof leakage and/or water penetration from lack of wall protection. Areas of lack of exterior wall protection were found near top of wall and in some areas near roof poor construction. Windows were found broken thorghout unit. Front, rear and side door not sealed properly either from poor installation and/or lack of weather striping and sweeps. Inspection of unit # 227 (located at rear of property). Owner has as 227 1/2. Note: This unit may be vacant although it does contain work w/o permits. According to owner & nieghbor tenants were arrested and will not be returning to unit. Owner is in process of cleaning out belongings. 1) UHC 301 work w/o permits. The unit contains a front additon which consists of a porch & bedroom. Additon contains electrical circuits. Plumbing w/o permits consists of gas & water lines and installation of hot water heater. 2) UHC 1001.6 Hazardous Plumbing: The gas lines are hazardous in that they are not securely anchored to the point of breaking joint connections if liened upon. The water heater is improperly vented with venting terminating next to window. Water heater shows signs of improper gas burning evidenced by black soot near vent. Note: interior was not inspected at this time. Owner will be required to secure permits for all work stated. Zoning issues arise in re to the number of units allowed on the property and parking requirements. Additions will not only require inspections but issues re how to inspect the footings and work such as electrical behind walls arise. Property was inspected by Rick Saldate, Richard Vidal of DSD and Glenn D'Auria of TFD. |
| 09/10/2001 | FOLLOW UP CODE VIOLATION | RSALDATE | Correction Required | FOLLOW UP INSPECTION 09/10/01 CONDUCTED FOLLOW UP INSPECTION FOR SABER ACTION. INSPECTED ALL 3-UNITS BY RICK SALDATE (DSD) AND GLENN (TFD). 1) REAR UNIT: WAS VACANT WITH COMPUTER SHOWING NO PERMITS RE ADDITION AND PORCH. OWNER STATED PREVIOUS INSPECTOR-II PASSED STRUCTURE AND POINTED OUT ISSUES SUCH AS HEATER AND BATHROOM DOOR. RICK SALDATE POINTED OUT ADDITION CONTAINING HAZARDOUS ELECTRICAL WIRING WHICH WOULD NEVER HAD BEEN PASSED BY THE PREVIOUS SUPERVISOR. OWNER ADMITTED THAT THAT ADDITON WAS ADDED AFTERWARDS. OTHER ISSUES INCLUDING GAS PIPING HAVE DETERIORATED DUE TO LACK OF MAINTENANCE. GAS PIPING INSIDE AND OUTSIDE WERE FOUND LACKING ANCHORING, WATER HEATER, COOLER AND OTHER ELECTRICAL CIRCUITS HAVE EITHER DETERIORATED OR HAD BEEN MODIFIED TO THE POINT OF THE INABILITY TO DETERMINE WHAT WAS ORIGINALLY PERMITTED. 2) FRONT WEST UNIT: HAS NOT BEEN ADDRESSED OTHER THAN CORRECTIONS REQUIRED IMMEDIATLY FROM INITIAL INSPECTION. LIGHT IN SHOWER STALL WHICH WAS ORDERED DESCONNECTED BY INSPECTOR RICHARD VIDAL ON INITIAL INSPECTION WAS FOUND RE-CONNECTED AND IN A HAZARDOUS CONDITION. RICK HAD OWNER DISCONNECT ONCE MORE. NO OTHER ISSUES RE N & O HAVE BEEN CORRECTED. ADDTION TO REAR HAS DETERIORATED FURTHER IN THAT WINDOWS IN BEDROOM WERE FOUND BROKEN OUT, BLOCK ABOVE REAR DOOR SHOWS ADDTIONAL MOVEMENT AND ROOF APPEARS TO HAVE UPLIFTED SOMWHAT. OWNER WAS IN PROCESS OF EVICTING TENANTS WITH BELONGINGS PLACED IN FRONT YARD. 3) FRONT EAST UNIT: TENANTS WERE NOT HOME BUT OWNER ALLOWED ESCORTED ENTRY. COMPUTER RECORDS AGAIN SHOW NO PERMIT ACTIVITY AND WHEN QUESTIONED AS TO THE STATUS, THE OWNER REPLIED THAT HE BELIEVED THAT THE ADDTIONS WERE PASSED IN THIS UNIT DUE TO PREVIOUS MIN-HOUSING INSPECTIONS BY THE PRIOR INSPECTOR-II OF DSD. RICK SALDATE EXPLAINED THAT FRONT PORCH WAS NOT PRESENT AT THAT TIME AND THAT AN OPEN PERMIT WAS ISSUED RE THE REAR ADDTIONS. OUR RECORDS INDICATE THAT THE OWNER THEN ALLOWED THE PERMITS TO EXPIRE WHILE CONTINUING TO BUILD WITH NO INSPECTIONS TO VERIFY NOW COVERED WORK. IT WAS THEN EXPLAINED THAT THE PLANS PREVIOULSY SUBMITTED DID NOT MATCH THE STRUCTURE. THE STRUCTURE LACKS A PARAPET WALL AND SHOULD NOT CONTAIN WINDOWS ON THE EAST SIDE. ALSO PLANS SHOW THE FRONT UNITS AS ONE HOUSE AND NOT THE CURRENT TWO UNITS. NO CORRECTIONS WERE FOUND IN THE UNIT. |
