01/06/2026 COT - ENFC - Code Enforcement - Initial Completed Upon arriving at the property, there were unhoused smoking in the side yards in front of multiple tents. The front and side yards were covered in garbage, the carport was enclosed with tarps and pallets, and the grass/weeds on the south end of the property was overgrown between the home and the street. The property matched the description of homes that were being squatted in so I called TEP to verify power. TEP indicated that there had not been power there since 03/2024 and, after inspecting further when they arrived on site, the meter had been tampered with. They cut the lock to the back yard and took the meter, disconnecting power at the pole. While the gate was open, the backyard was photographed from the ROW by me. It was piled high with trash and debris. The tennant, James Castro was present and I explained the issues to him, he was not receiptive and refused to give me the number for his brother, the owner, because he intended to keep this hidden from him. I explained that if he wants to go that route then I would be forced to condemn the property today. He provided me the number and I spoke to Richard Castro, the owner. He was disappointed but understood the situation. I explained to both brithers that in 5 days, if the TEP bill isnt settled and power restored, I would condemn the property and that they would only be allowed on property during the day to clean. I will return in 5 days to condemn or reinspect.
02/11/2026 COT - ENFC - Code Enforcement - Follow Up Passed Owner has sold the house to a new owner. The new owner has cleared all the violations, case closed.
