Called from the gate. Owner noticeably turned up the volume on the tv when I called for the owner. All dogs came out and greeted me though. Electrical services have been bypassed at disconnect box. Dead front removed. Several wires coming out of the box indicating added electrical circuits without permits. Front light located next to the door is an added electrical circuit added without permits. Refuse scattered around the front yard. Exterior storage visible from the front street, White junk motor vehicle parked on the west side of the property. Windows appear to be blocked by boards on the interior of the house. Contacted TEP, Water. Services disconnected in January 2026. Flue pipe for water heater is below the roof line. Completed shutdown paperwork. Called TPD, TEP, PAC. | |
| 09/29/2026 | COT - ENFC - Code Enforcement - Follow Up | In Violation | Attempts made to contact the owner regarding rental property. Several phone # were located and contacted; some were invalid or unavailable, another had no vm. A text msg was sent to the owner explaining the situation, no response. Occupants stated they repeatedly contacted the owner regarding property issues without a response. The property is a two-bedroom residence, 34 large dogs were removed. An RV on the property was reported to be rented by the owner. TPD verified the RV was vacant at the time of inspection. The RV and residence were secured. TEP disconnected the property's electrical service in January 2026 due non-payment. Electrical bypass was observed by TEP while on site, electrical extension cords were observed lying in standing water and connected to the electrical service. TEP subsequently disconnected the service at the post. Southwest Gas reported being unable to access the property to remove its meter due to the number of dogs and reported an outstanding balance exceeding $7,000. Tucson Water also disconnected water service for non-payment. On September 28, 2026, occupants were observed using the exterior washer and dryer despite the utility disconnections. The occupants were advised of the utility violations and informed that the services would be shut down and they would be required to vacate the property. The residence contained feces throughout, hazardous electrical conditions, damaged drywall and plumbing, and a visibly sagging roof. The water heater was improperly connected. The property card identifies an evaporative cooling system; however, none was observed. Window-mounted air-conditioning units were present but are not considered a permanent cooling system. The property also contained significant refuse, two junk vehicles, and exterior storage materials. Overall conditions presented significant sanitation, electrical, utility, structural, and property-maintenance concerns. Arcadia secured; 1-3x3win 2-4x1 win 6-5x4win 1-6x7sgd 2-5x3win |
