THE CHAIN LINK GATES HAD BEEN CUT BOTH ENDS ALLOWING TRESPASSERS OR HOMELESS TO ENTER. THE ENTIRE ALLEY DID HAVE TALL GRASS AND WEEDS, TRASH AND DEBRIS. RESEARCH FOUND THE ALLEY WAS OWNED BY THE CITY. CASE WAS REFERRED TO BOTH E/S AND TRANSPORTATION.
