01/20/2023 COT - ENFC - Code Enforcement - Initial In Violation VISITED SITE AT THE REQUEST OF TPD DUE TO 5 TRAILERS NEEDING TO BE SECURED. TPD STATED TRAILERS WERE VACANT, NEGLECTED, AND UNSECURED. UPON ARRIVAL I WALKED THE PARK WITH TPD AND THE BOARD UP CREW AND FOUND 4 OF THE 5 TRAILERS WOULD REQUIRE SECURING. WE STARTED WITH TRAILER #16, TPD REMOVED 8 PEOPLE FROM THE STRUCTURE. PRIOR TO SECURING THE UNITS, PARK MANAGER WAS CONTACTED BUT I HAD TO LEAVE A MESSAGE. HE WAS INFORMED THAT WE WOULD BE SECURING THE UNITS AND ASKED HE CONTACT, WE DID NOT RECEIVE A RETURN CALL. C/E FOUND THERE WERE NO UTILITIES TO TRAILER #16 BUT FOUND THE PEDESTAL FOR THE ELECTRIC WAS DAMAGED AND WIRES APPEARED TO BE CUT AT GROUND LEVEL CODE ENFORCEMENT BEGAN SECURING THE STRUCTURE, WHEN COMPLETED THE TRAILER WAS POSTED WITH A "DO NOT ENTER, UNFIT TO OCCUPY" AND LATER A EMERGENCY VACATE NOV WAS POSTED WITH THE DO NOT ENTER PLACARD. OWNERS WERE GIVEN 30 TO REPAIR, REMOVE OR REPLACE THE TRAILER UNDER PERMIT.
06/27/2023 COT - ENFC - Code Enforcement - Follow Up Passed REVISITED SITE, FOUND ALL BUT UNIT 16 REMOVED FROM THE PROPERTY. DID FIND 3 TRAILERS HAD BEEN REMOVED FROM THE PROPERTY. ALSO FOUND ALL GRASS AND WEEDS, TRASH AND DEBRIS REMOVED FROM AROUND ALL TRAILERS AND STRUCTURE AND REMOVED FROM THE PROPERTY. SPOKE WITH THE PARK MANAGER WHO INFORMED ME THAT THEY WILL BE INFORMING ALL RESIDENTS AS OF 7/3/2023 THAT THEY WILL BE RESPONSIBLE FOR REPLACING ANY BROKEN WINDOWS OR DOORS, MISSING OR DAMAGED SIDING OR SKIRTING, AND PAINTING IF NECESSARY. ALSO INFORMED ME THAT A EVALUATION OF THE ELECTRICAL SYTEM HAS BEEN COMPLETED. SEVERAL WEEKS PRIOR I SPOKE TO SUPERVISOR LAURIE PUMPHREY AROUND THE 1ST OF JUNE AND ASKED IF ADDITIONAL TIME COULD BE EXTENDED TO THE NEW OWNERS DUE TO THEM HAVING ADDED TWO NEW TRAILER PARKS WITH A TOTAL OF 10 TRAILERS THAT NEEDED TO BE REMOVED OR REMODELED AND HAVE REMOVED 5 OF THOSE TRAILERS TO DATE, CLEANED THE PARKS, AND SENT OUT NOTICES WITH OWNERS INTENT FOR THE PARKS AND THE RESPONSIBLILTIES OF THE TRAILER OWNERS. LAURIE CONFIRMED THAT WE COULD MOVE FORWARD WITH CLOSING THE CASES AND COULD REOPEN THE CASE ON INDIVIDUAL UNITS IF PROGRESS WAS NOT MADE. I WILL CONTINUE TO MONITOR THE PARK FOR PROGRESS BUT WILL MOVE FORWARD WITH CLOSING THE CASES DUE TO THE AMOUNT OF PROGRESS MADE AT BOTH BALBOA AND RILLITO TRAILER PARK
