This proposed Special Exception is to permit the construction of a wireless communication facility, including a new 70' monopole tower with simulated elm branches, set back 130-feet from the S Alvernon right of way. No backup generator is proposed. The proposed project area is in the southwest corner of S Alvernon Way and E Broadway Boulevard, in Ward 6. Both E Broadway Blvd. and S Alvernon Way are classified as a Gateway Arterials according to the City of Tucson Major Streets and Routes Map. The approximately 450-acre parcel is owned by the City of Tucson, and zoned R-1. The subject property is covered by the Arroyo Chico Area Plan, and Plan Tucson. The City of Tucson Parks and Recreation System Master Plan was evaluated as part of this review, but no applicability to this proposal was identified. The proposed tower site is approximately 3,500 feet from the Airport Hazard District for Davis-Monthan Airbase. The installation of the new tower that exceeds a height of 50-feet requires a Mayor and Council Special Exception review, per the provisions of 4.9.4.I.6.a(4) of the Unified Development Code (UDC), and subject to UDC section 4.9.4.I.7.

Plan Tucson
Plan policy is provided by Plan Tucson, which contains a variety of elements that are broken down into four focus areas, including the Social Environment, the Economic Environment, the Natural Environment and the Built Environment. Each focus area contains specific goals, while each element contains specific policies. Plan Tucson includes the following policies for wireless communication facilities:
LT28.4.10 Require telecommunications facilities be located, installed, and maintained to minimize visual impact and preserve views. Cabling and fiber optics should be installed underground where possible, and the visual impact of cellular towers should be a prime consideration in the City's acceptance and approval.
LT28.4.11 Improve the appearance of above-ground utilities and structures and extend access to high-tech wireless communications facilities throughout the City.
LT.28.3.14 Support environmentally sensitive design that protects the integrity of existing neighborhoods, complements adjacent land uses, and enhances the overall function and visual quality of the street, adjacent properties, and the community.

Arroyo Chico Area Plan
The proposed project site is covered by the Arroyo Chico Area Plan and situated in the northeast corner of the Randolph Dell Urich Golf Course site, near the Randolph Recreation Center. The purpose of the Arroyo Chico Area Plan is to guide future development while protecting and enhancing existing neighborhoods. Section 1 of the Plan establishes the general policies for public/semi-public uses, including those on the Randolph Golf Course site. The Plan specifically identifies the project site as the "most diverse and popular recreational facility in the Tucson Urban Area".

The Plan establishes applicable sub-goals, policies, and implementation techniques which are shown below. The site is located outside of, but within the vicinity of Davis-Monthan Air Base Airport Hazard District. The Plan has established applicable sub-goals and policies relating to development within proximity of the airbase.

Davis Monthan Air Base

SURROUNDING ZONING AND USES:
The 450-acre parcel is zoned R-1 Residence Zone, and located along S Alvernon Road, which is classified as a Gateway Arterial Street. Properties directly to the north are zoned C-1 Commercial, while parcels directly to the east are zoned R-1 and R-3 Residence, and O-3 Office. Parcels to the south are zoned R-1 Residence and C-3 Commercial, while properties to the West are zoned R-1. R-2 and R-3 Residence. Land uses surrounding the proposed tower site include the Randolph Recreation Center to the north, single family and multi-family residences to the east, the golf course and driving range to the south, and the golf course to the west.

ANALYSIS:
This special exception request is for the construction of a WCF in the R-1 Residence zone. The proposed facility includes a 70-foot Monoelm tower (monopole with simulated elm branch stealthing), and cables routed within the monopole. The proposal includes a 30-foot by 30-foot lease area. The closest residentially used lot is approximately 250 feet from the proposed tower. The proposal includes a 12-foot-wide access easement, and a 12-foot gate on the east side of the lease area. The proposed gate would face out onto S Alvernon, and it is therefore encouraged to be of solid construction that matches the character of the CMU wall and surrounding buildings. The entire lease area would be surrounded by an 8-foot minimum above grade CMU will painted and textured to match surrounding buildings. Within the lease area a 4-foot by 12-foot concrete pad, with a RF cabinet with GPS antenna, battery cabinet and space for a future cabinet are proposed. A generator plug and integrated load center are proposed to be mounted on the CMU wall. The plan also shows two co-locating opportunities below the top hat of the proposed tower, which addresses the negative proliferation requirement of the UDC.

The Arroyo Chico Area Plan Davis-Monthan Airbase Policy 1-b states that airbase community planning staff should review proposed development plans for the Arroyo Chico planning area. Due to the height of the proposed tower, along with the proximity to the Airport Hazard District, the applicant is encouraged to coordinate with airbase planning staff on this proposal to address any comments they may have.

Additionally, a radio frequency (RF) coverage map will need to be provided with the application submittal, along with a statement that the applicant has investigated verticality in the area, and there are not suitable towers on which to co-locate. Additionally, the cabling inside of the monopole shown in the plan should remain, and no foot pegs should be showing to give the monopole a smoother look.

Based on the standards listed above from both Plan Tucson, and the Arroyo Chico Area Plan, No Plan Amendment is required.

Randolph Golf Course serves as a retention and detention basin to provide flood mitigation for the downstream washes, especially the Arroyo Chico. Much of the golf course is subject to periodic flooding.
The location of the proposed wireless facility is outside the floodplain areas and will have no adverse impacts on flood mitigation. The communication facility also should not be adversely impacted by the floodplain.
