Native Plant Preservation The NPPO is intended to encourage preservation in place of healthy native plants through sensitive site design that minimizes the disruption of areas within the site containing healthy plants while allowing for salvage and transplanting plants on the site that are likely to survive. A Native Plant Preservation Plan, Section 7.7.4, is required to be submitted and approved or a request for an exception from the Native Plant Preservation requirements approved in accordance with Sections 7.7.3.D.3 & .4 of the Unified Development Code (UDC) and Admin. Manual Section 2-11.0.0 prior to Grading Plan approval. Please do not ask for an exception if there are native plants on site. By far, the easiest way to meet this requirement is to set aside 30% of the lot for Natural Undisturbed Open Space (NUOS). Provide calculations and designate NUOS on the plans. It appears the first lot split into Parcels 1 and 2 have been completed, and you are now considering splitting Parcel 2. If that understanding is incorrect, please inform me of your intentions. The following comments are based on the assumption this understanding is correct. 2. Tucson Water's Remote Meter Policy requires that each new lot created by a lot split have a minimum of 15' of real property frontage onto an existing public water main. But as you've provided no dimensions for new Parcel 3, it is not possible for me to tell if the proposed layout complies with this policy. 3. As a practical matter, the narrow "flagpole" of proposed Parcel 3 must be wide enough for: a) Vehicular access to and from the main body of proposed Parcel 3, and b) All necessary underground utility service lines to be run from Sixth Avenue to the main body of proposed Parcel 3. At a minimum, a water service line and a house connection sewer line will need to be placed in this "flagpole", but be aware that additional utility service lines such as underground electric lines, telephone lines, cable TV lines, etc. may also need to be placed within this "flagpole." Each of these needs to be separated from others in both the vertical and the horizontal direction, so that they may be excavated and replaced or repaired as necessary without disturbing other service lines. The new water service line for proposed Parcel 3 will need to be 3' or more away from all property corners. Please contact Building Codes for the minimum horizontal and vertical separation distance between the water service line and the house connection sewer line. Please consider both of these factors when determining the width of the "flagpole" for proposed Parcel 3. Tucson Water recommends that the "flagpole" of proposed Parcel 3 be 15' or more wide. 4. The above coments are based on the limited preliminary information provided by the applicant and should not be construed as a complete review of the proposal.
