COMMENTS:
1. Development must comply with the Administrative Manual Section 2-06 - Development Package.
2. The proposed use for the coffee shop is Commercial-Food Service, which is permitted in the C-1 zone. The development is subject to use specific standards 4.9.4.M1&5 and 4.9.13.O
a. 4.9.13.O restricts the use of two drive through lanes.
3. The proposed use for the Drive-thru oil change shop is Commercial-Automotive-Minor Service and Repair. It is only permittable through the Zoning Examiner Special Exception Procedure per 3.4.3 of the UDC. The development is subject to use specific standards
4. Campbell and Grant are both Major Streets; the front setback will be 21' or the Height of the proposed exterior building wall, measured from the back of the existing or future curb location.
5. ADA parking widths do not appear to be sufficient. Please the detailed measurements on the Development Package.
6. If the sites are going to operate separately, they must be done on separate DP submittals.
7. Vehicular parking for the Food Service use is calculated at a ratio of 1 space per 100 sq ft GFA, including outdoor seating area.
8. Ensure access standards found in section 7.8 of the UDC and sections 7-01.0.0 and 10-01.0.0 of the Technical Standards Manual are met. Pedestrian access along the street is required. Show complete pedestrian circulation for the site.
9. The comments provided are preliminary and are not to be assumed as a complete review of the proposal. During the Development Package review process, a full review will be made by Zoning to assure compliance with the applicable UDC development criteria and Technical Standards.

Comments:
1. Please note there's an RTA project in design for this intersection. You could coordinate with Psomas for design plans. The City of Tucson contact for the RTA work is, Bob Roggenthen. Bob.Roggenthen@tucsonaz.gov He could probably help with coordination with Psomas.
2. (Pending RTA plan) Regarding the entryway to the site off of Grant Rd. There are several things to take into consideration.
a. Curb returns are drawn on the Pre-Submittal plan. The radii of curb returns at this location is 25 Ft. It is highly likely that the northern curb return will be at least partially into the existing catch basin. There isn't enough distance to move the driveway further south. Reconstructing a new catch basin appropriately to the north of the entrance is possible, but would require an engineered design, would be a lot of work and probably quite costly.
b. The existing driveway apron may remain if it is within current standards and tolerances.
c. If the existing driveway apron is not within current standards, then consider the construction of a new P.A.G. standard 206 driveway apron.
3. (Pending RTA plan) Existing sidewalk along Campbell may remain if within tolerance.
4. (Pending RTA plan) Likewise, the curb access ramps on the SE corner of Grant/ Campbell may remain if they are withing tolerance.
5. (Pending RTA plan) Close the existing curb cut on Grant Rd.
6. (Pending RTA plan) New 6 Ft wide sidewalk will be required along the Grant Rd. frontage with a 3 Ft minimum buffer.
7. (Pending RTA plan) The existing curb access ramp may remain at the SW corner of Grant Rd/ Norris Ave. if it is within tolerance.
8. (Pending RTA plan) The existing "No Bicycles on the Sidewalk" sign at Grant/ Norris, if it impedes the minimum 4 Ft width - and 2% cross-slope at the back of the existing curb ramp, will need to be relocated.
9. New 5 Ft wide sidewalk along the entire property frontage of Norris Ave. with a 3 Ft buffer. If Right of Way is limited, then the placing sidewalk immediately adjacent to back of curb is acceptable.

7.6 Landscaping and Screening
The Unified Development Code (UDC) requires all new development or an expansion of greater than 25% of an existing development submit a landscape plan, UDC 7.6.2. Preparation of the landscape plan shall adhere to UDC 7.6.4. and Administrative Manual 2-10.

• A 10’ minimum street landscape border is required along all public streets

Placing trees along the edge of a parking area or at the ends of parking row does not meet the intent of the UDC. All spaces within 40’ of a tree is only one of the requirements. The intent is to provide as much shade on the asphalt as possible, and the requirement is 1 tree per 4 parking spaces; trees are expected to be placed within the parking area itself to provide shade on asphalt. Trees are to be distributed evenly throughout the parking area, UDC 7.6.4.1.B.1, UDC Technical Standards Manual 5-01-.3.2 and UDC 7.6.4.B.1.a.

Commercial Rainwater Harvesting plan is required UDC Technical Standards Manual – Section 4-01.0.0. and Section 5-01.0.0 Landscaping and Screening
Adherence to the Low Impact Development Standards outlined in Section 5 of the PCRFCD Design Standards for Stormwater Detention and Retention is required and shall work in conjunction with the Commercial Rainwater Harvesting design.
Using Low Impact Development design and water harvesting provides critical basin detention and first flush retention for all new development and impervious area.
