It consists of the construction of a new wireless communication facility with an 80-foot monopole tower and a 12-foot access easement. No generator is proposed. The land is owned by Caprio Partners LLC and is zoned I-1 Industrial. The subject area is covered by the Kino Area Plan, and Plan Tucson. The maximum allowed height for a cellular communications tower in the I-1 zone is 80-feet. This proposal will require a Zoning Examiner Special Exception review per the Unified Development Code (UDC) Section 4.9.4.I.6.b. because it is a new tower. Each focus area contains specific goals, and each element contains specific policies. Plan Tucson includes the following stipulations for telecommunications facilities: LT28.4.10 Require telecommunications facilities be located, installed, and maintained to minimize visual impact and preserve views. Cabling and fiber optics should be installed underground where possible, and the visual impact of cellular towers should be a prime consideration in the City's acceptance and approval. LT28.4.11 Improve the appearance of above-ground utilities and structures and extend access to high-tech wireless communications facilities throughout the City. LT.28.3.14 Support environmentally sensitive design that protects the integrity of existing neighborhoods, complements adjacent land uses, and enhances the overall function and visual quality of the street, adjacent properties, and the community. Kino Area Plan The proposed tower is not located within any of the residential, industrial, commercial, public or semi-public specific sites identified in the Kino Area Plan. The plan has no specific policy direction regarding wireless communication facilities. SURROUNDING ZONING AND USES: The site is zoned I-1 Light Industrial, and located on the north side of Metric Place, which is near the intersection of Interstate-10 and E Ajo Way at Exit 263A. This portion of E Ajo Way is classified as an Arterial Street on the City of Tucson Major Streets and Routes Map. Surrounding properties to the north, south, east and west area also zoned I-1 Light Industrial. This includes the right of way for Interstate-10, which is zoned both I-1 and PAD-15. Across the I-10 right of way is the Tucson Marketplace development, which is also zoned PAD-15. Other surrounding land uses include a tire and auto center to the southeast, self-storage units to the south, and embroidery, contract sewing, and air conditioning repair to the to the west. ANALYSIS: This special exception is for a request to construct a wireless communication facility in the I-1 Industrial zone. The proposed facility includes an 80'-0" monopole tower, on a 4' by 12' concrete pad, with a 20' by 40' by 6' tall CMU wall. The proposed tower would also include an outdoor power cabinet, outdoor RF cabinet, a GPS antenna, and underground three 4" underground conduits. The maximum permitted height for a new tower permitted by a Zoning Examiners Special Exception is 80'-0" from grade. If the tower is any taller than that, then a lengthier and more complex Mayor and Council Special Exception process will be triggered. Per Section 4.9.4.I.6.b of the UDC, the maximum tower height permitted by Zoning Examiner Special Exception is 80 feet. Additionally, the tower must be set back at least two times the height of the structure from the boundary of any property zoned residential or office. The nearest residential of office zone is approximately 875-feet from the proposed tower location. The development plan shows co-locating opportunities below the top hat of the proposed tower, which addresses the negative proliferation requirement of the UDC. An RF Coverage Map will need to be provided with the application submittal, along with a statement that the applicant has investigated verticality in the area, and there are not suitable towers on which to co-locate. Additionally, the cabling inside of the monopole shown in the plan should remain, and no foot pegs should be showing to give the monopole a smoother look. Based on the standards listed above from both Plan Tucson, and the Kino Area Plan, No Plan Amendment is required. |
