7.6 Landscaping and Screening
The Unified Development Code (UDC) requires all new development or an expansion of greater than 25% of an existing development submit a landscape plan, UDC 7.6.2. Preparation of the landscape plan shall adhere to UDC 7.6.4. and Administrative Manual 2-10.

Trees are required in parking areas. Placing trees along the edge of a parking area or at the ends of parking row does not meet the intent of the UDC. All spaces within 40’ of a tree is only one of the requirements. The intent is to provide as much shade on the asphalt as possible, and the requirement is 1 tree per 4 parking spaces; trees are expected to be placed within the parking area itself to provide shade on asphalt. Trees are to be distributed evenly throughout the parking area, UDC 7.6.4.1.B.1, UDC Technical Standards Manual 5-01-.3.2 and UDC 7.6.4.B.1.a.

Please provide readable NPPO sheets for this property with submittal. Native plant mitigation will require verification that plants were salvaged and mitigated.

Commercial Rainwater Harvesting plan is required UDC Technical Standards Manual – Section 4-01.0.0. and Section 5-01.0.0 Landscaping and Screening. The plans for DP16-0044 do not adequately address this specific development.
Adherence to the Low Impact Development Standards outlined in Section 5 of the PCRFCD Design Standards for Stormwater Detention and Retention is required and shall work in conjunction with the Commercial Rainwater Harvesting design.
Using Low Impact Development design and water harvesting provides critical basin detention and first flush retention for all new development and impervious area. COMMENTS
1. Development must comply with the Administrative Manual Section 2-06 - Development Package. Associated building permits and the development package can be submitted concurrently however the building plans cannot be approved until the development package is approved. Architectural Review Committee (ARC) shall review all proposed architectural plans and is required to provide a letter of approval to the City at the time of development package submittal.

2. The proposed use is Food Services which is permitted in the PAD-29.

3. Comply with PAD-29 Section 3.C Development Standards.
a. The vehicular parking ratio is 1 space per 300 gross floor area.
b. The bicycle parking ratio is 1 short term space (bike rack) per 2,000 square feet of gross floor area (GFA) with a minimum of 2 spaces; UDC 7.4.8 B.1.a exempts developments less than 2,500 square feet of gfa from long term bicycle parking requirements.
c. Include an updated the "Zoning Documentation Table" showing vehicular and bicycle parking and loading tabulations for the proposed development.
d. The minimum width for the Parking Area Access Lanes (PAAL) for 2-way traffic is 24' and for 1-way traffic is 20' (PAD-29).
e. Drive through lanes shall be a minimum of 9' wide and the bottom of roof or canopy structures over a drive through shall be a minimum of 10' above the drive lane.
f. A pedestrian pathway providing access to main building entrances shall have an unobstructed width of at least 6'. Pedestrian circulation to the trash enclosure cannot cross the stacking area. A Technical Standards Modification Request (TSMR) can be used to modify this requirement.

4. The comments provided are preliminary and are not to be assumed as a complete review of the proposal. During the Development Package review process, a full review will be made by Zoning to assure compliance with the applicable UDC development criteria and Technical Standards.

2. Detention/Retention won't be required, just show how the onsite drainage works with the master drainage plan for the entire development. Also, show how the site is maximizing water harvesting in any proposed landscaping.
