The Santa Cruz Area Plan has no specific policy direction regarding wireless communication facilities. Key Parcel 11 calls for high density residential and Park Industrial uses that are compatible with surroundings. The proposed commercial wireless communication facility will be evaluated on the basis of the project successfully addressing potential visual impacts.

Plan Tucson:

More direct policy is provided by Plan Tucson. The proposed site of the monopole is located within an Existing Neighborhood designation on the Future Growth Scenario Map. Plan Tucson provides direction and support in Chapter 3 - The Built Environment, under Guidelines LT28.1.2 and LT28.1.3 which state telecommunication facilities should be installed and maintained to minimize visual impact and preserve views, and to improve the appearance of above ground utilities and structures, and extend access to high-tech wireless communication facilities throughout the City. Visual impacts are a key consideration in the review process.


Assessment:

The proposed special exception request to consider a 50-foot tall WCF (monopole) with associated ground equipment will be subject to a Mayor & Council Special Exception procedure per Unified Development Code Sec 4.9.4.I.7. This is due to the location on the monopole not meeting the twice-the-height setback to adjacent residential zoning to the south of the project site per Unified Development Code Sec. 4.9.4.I.6.b(3). If the tower location is moved to the north away from residential zoning far enough to meet the 2:1 setback this project would be considered as a Zoning Examiner Special Exception procedure. Per the plan, it appears that no back-up generator is proposed. Any future installation of a generator will require approval of an administrative Director's Special Exception Procedure. No plan amendment is required.
