7.6 Landscaping and Screening
The Unified Development Code (UDC) requires all new development or an expansion of greater than 25% of an existing development submit a landscape plan, UDC 7.6.2. Preparation of the landscape plan shall adhere to UDC 7.6.4. and Administrative Manual 2-10.
• 10’ street landscape border required along Broadway Blvd.

Placing trees along the edge of a parking area or at the ends of parking row does not meet the intent of the UDC. All spaces within 40’ of a tree is only one of the requirements. The intent is to provide as much shade on the asphalt as possible, and the requirement is 1 tree per 4 parking spaces; trees are expected to be placed within the parking area itself to provide shade on asphalt. Trees are to be distributed evenly throughout the parking area, UDC 7.6.4.1.B.1, UDC Technical Standards Manual 5-01-.3.2 and UDC 7.6.4.B.1.a.

Commercial Rainwater Harvesting plan is required UDC Technical Standards Manual – Section 4-01.0.0. and Section 5-01.0.0 Landscaping and Screening
Adherence to the Low Impact Development Standards outlined in Section 5 of the PCRFCD Design Standards for Stormwater Detention and Retention is required and shall work in conjunction with the Commercial Rainwater Harvesting design.

COMMENTS:
1. Development must comply with the Administrative Manual Section 2-06 - Development Package.
2. Multifamily residential is permitted in the C-2 without use specific standards 4.9.M.1 and 4.9.13.P
3. Parking is calculated as follows (Table 7.4.4-1 UDC); 1 space per 100 square feet GFA and outdoor seating area. Parking reductions up to 20% can be accomplished by the addition of extra bicycle parking (7.4.5.E.3)
4. Non-residential uses to non-residential zones have 0' setbacks adjacent to interior lots.
5. The use is nonresidential adjacent to nonresidential zones. There are no interior setback requirements and no lot coverage maximum.
6. Broadway is a major street. All street setbacks will be measured from back of future curb.
7. Ensure access standards found in section 7.8 of the UDC and sections 7-01.0.0 and 10-01.0.0 of the Technical Standards Manual are met. Ensure pedestrian circulation standards are met on Broadway.
8. An access agreement is required if access is proposed through the parcel to the west.
9. If the existing building is more than 50 years old, historic review is required before demolition.
10. The comments provided are preliminary and are not to be assumed as a complete review of the proposal. During the Development Package review process, a full review will be made by Zoning to assure compliance with the applicable UDC development criteria and Technical Standards.
