This site is located in the R-1 zone (UDC 4.7.8). A single-family residence is a permitted use in this zone (Table 4.8-2) subject to Use Specific Standards 4.9.7.B.5 – 9.

1. It is not clear if the proposed garage is attached to the main dwelling. The east elevation shows a breeze way but no connect and per UDC Article 6.6.3.C detached accessory structures are not allowed in the front yard. If this structure is detached a Board of Adjustment for Variance is required to allow a detached structure in the front yard. An option would be to attached the garage to the main dwelling with a 5’-0” wide roof structure that supports a 20 lb. live load, a fire person can walk across it.

2. The proposed garage does not meet the minimum 20’-0” front street perimeter yard setback, see UDC Article 6.4.5.C.1.a. To reduce the front street setback for a garage a Board of Adjustment for Variance is required. A DDO may not be used to reduce the driveway length see UDC Section 3.11.1.B.4.

3. If the garage is detached and you proposed to leave it detached and apply for a variance for the street setback provide a building height dimension from design grade to the midpoint of the pitched roof. If this dimension is greater than 12’-0” a variance is required for a detached accessory structure that exceeds the allowed 12’-0” height, UDC Article 6.6.3.D D Accessory structures, except for accessory dwelling units, shall not exceed 12 feet in height, unless attached to a principal structure.

Perimeter yard setbacks are based on a measurement from design grade to the highest point of the exterior wall UDC Article 6.4.5.B & Figure 6.4.5-A. As height dimensions in inconstant on the elevations Zoning has used the 9’-6” dimension shown on the west elevation and added 6” to design grade for a wall height of 10’-0” along the west property line.

The minimum setback is the greater of six (6) feet, or two-thirds (2/3) the height of the structure’s wall facing each interior property line (Table 6.3-2.A).
4. Based on a wall height of 10’-0” the required perimeter yard setback from the proposed rec room addition to the west property line is 6’-8”, proposed setback is 3’-0”

Depending on how the above 3 comments are addressed the reduced perimeter yard setback to the west property line can be dealt with in one of two ways. If you elect to go the variance route the reduced setback and be included in the variance process. If you are somehow able to eliminate the 1st 3 comment than the west perimeter yard setback and be dealt with via a Design Development Option (DDO) process.
