Guest Casita (1st Review)

TRANSMITTAL: July 29, 2022
COMMENTS: the following comments are relative to an application for a Design Development Option (DDO) (UDC 3.11.1).

This site is located in the RX-1 zone (UDC 4.7.6). A single-family residence (SFR) with an Accessory Dwelling Unit is a permitted use in this zone (Table 4.8-2). See Use-Specific Standards 4.9.7.B.6, 8, & 9 and 6.6.3.

As configured on the plans, full sized refrigerator and range hood the proposed Casita is considered a dwelling unit. Impact fees will apply. For this unit not to be considered a dwelling unit the full-sized refrigerator will need to be replaced with an under-counter refrigerator, range hood removed from the plans and the sink is required to be a single bowl bar type sink.

1. Remove the aerial photo from the site plan and provide a residential plot plan that meets the requirements found at: https://www.tucsonaz.gov/files/pdsd/forms/Residential_Plot_Plan_Requirements.pdf.

2. There is a carport structure located along the east property line south of the main dwelling. This structure shows up on aerial photos sometime after 2018. Zoning was not able to find approved permit documents for this structure. Per UDC Article 6.6.3.C Detached accessory buildings, including accessory dwelling units, are not permitted in the buildable area extending the full width of the lot between the principal building and the front street lot line. A Board of Adjustment for Variance is required for a detached accessory structure in the front yard.

The following comments are based on the plans as submitted:

3. Per UDC Article 6.6.3.B.6 Except as specified above, an accessory dwelling unit shall be developed in accordance with the dimensional standards of the principal land use. That said the proposed 6’-0” setback does not meet the required 20’-0” setback. A Design Development Option (DDO) must be submitted and approved to reduce the required setback,
DDO application and requirements can be found at: https://www.tucsonaz.gov/files/pdsd/forms/DDO_for_Setback_and_Height_UDC_8.11.20.pdf. A DDO is a separate submittal from the building plan and shall be submitted at: https://www.tucsonaz.gov/pdsd-filedrop, using the Submission Type “Zoning Administration”. If you have questions about the DDO application or process please contact Mark Castro at Mark.Castro@tucsonaz.gov.

If the casita is reconfigured to show an under-counter refrigerator, single bowl bar type sink and the range hood is removed the following comment would apply.

4. The proposed 6’-0” setback does not meet the required 20’-0” setback. Per UDC Article 6.6.2.D An accessory structure that exceeds the allowable height of a wall within a perimeter yard and is detached from a principal structure shall comply with the perimeter yard width standards of the principal structure, except that the accessory structure may be built to a parcel line with the consent of the adjoining or, when separated by an alley, adjacent property owner(s). To secure this neighbor setback waiver the following statement must be provided on the plot plan and be signed and dated by the adjacent property owner(s):
My Name is____________________ and I am the owner of the property located at_______________________. I have reviewed the site plan and I have no objection to structure being located or constructed________ feet from the property line as depicted on the site plan.

Signature: _____________________________

Date: _________________________________
If you are not able to secure the neighbors setback waiver a Design Development Option will be required.

PLAN REVIEW COMMENTS

Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment updates; revisions are processed if changes occur after the permit is issued.

SCOPE OF REVIEW:

The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions and concerns before permit approval.

GENERAL REQUIREMENTS:

The City of Tucson adopted the 2018 IRC with amendments on 1/1/2019. Show the current code reference on the plans.

Each dwelling unit with kitchen requires a separate Pima County assigned street address, R319. Notate each dwelling address on the site plan (or remove cooking appliances).

Show compliance with the Pool Barrier requirements by including a continuous 5 foot barrier around the pool ARS 36-1681 and a UL2017 pool alarm system for doors and windows opening to the pool, 2018 ISPSC 305.4.1.

GENERAL COMMENTS (for dwelling with kitchen):

1. Show compliance with the Inclusive Home Design Ordinance adopted by the City of Tucson Ordinance #10463 on 10/16/2007. Notate accessible route, minimum door width, changes in floor elevation, door hardware, electrical outlet reach range, grab bar reinforcement, etc.

SITE PLAN:

1. Show the location and size of buildings, utility meters and gas, water, electric and sewer or septic lines from property line to building, R106.1.1. Identify the utility lines requiring upgrade or replacement.
2. Show a street address for each dwelling on the site plan, R319.

PLANS:

1. Show a maximum ½” floor elevation changes at a notated accessible route entrance on the floor plan, R106.1.1. Include the threshold condition at the vehicle doorway or an exterior hinged door when the garage is used for the accessible route.
2. Notate a cool (white) roof finish as required by the ADU provisions.

SECTIONS - DETAILS:

1. Show an unvented roof assembly with all insulation at the roof including an air-impermeable rigid insulation material with a minimum R-5 value applied correctly to either side of the roof sheathing as part of the total insulation requirement, R806.5.

PLUMBING PLANS:

1. Tucson Water Department limits flow rates for each water meter size in compliance with P2903.7. Show an appropriate yard pipe bypassing the existing dwelling and the water meter size.

MECHANICAL PLANS:

1. Provide (an HVAC system with fresh air intake) whole-house mechanical ventilation, or controlled exhaust with a calculated airflow rate, R303.4; N1103.6 & M1505.4. Show the system and appropriate flow rate setting on the plans. A one bedroom dwelling under 1501 SF requires a 30 CFM continuous setting.

ELECTRICAL PLANS:

1. Show the dishwasher/disposal with 20A breaker, E3703.7. Update circuit #8.
2. Show two or more 2O AMP small appliance circuits at the kitchen countertop receptacle outlets; they may also serve the breakfast room and dining room, but not other locations, E3703.2 and E3901.3.
3. Protection of all interior 15A & 20A circuits serving outlet locations (except garage, kitchen, and bathrooms) including receptacles, lights and smoke detectors requires combination type arc-fault circuit interrupters, E3902.16.
