08/10/2022 | PETER MCLAUGHLIN | PLANNING-CITY HALL | REVIEW | Denied | The "New Enlarged Site Plan" in the lower right hand corner of Sheet A-2 (Enlarged Site Plan and Antenna Plan) depicts the new antennas and mounts outside the circumference of the crown of the monopalm, which will negate any concealment or camouflage the monopalm is intended to provide for new antennas. The artificial palm fronds must extend between and beyond the outermost antennnas/mounts to provide proper visual stealthing. Below is the stealthing standard that is to be met for monopalm antenna installations in order to provide proper camouflaging: "The monopalm frond density and design shall properly camouflage the proposed antennas and there shall be a minimum of 56 fronds ranging in length from seven (7) feet to ten (10) feet. Fronds shall be placed to extend above, between and below antennas and appurtenances. Fronds length shall vary as needed to provide maximum camouflage of antennas and appurtenances. The antenna arrays shall be painted to camouflage them using a color mix (shade/light) given of by the palm fronds in the daylight hours." In addition, the new elevation drawing on Sheet A-3 clearly shows the width of antenna arrays to be much narrower that the width of the monopalm crown, while the top down site plan view on Sheet A-2 shows the antenna arrays to be wider than the monopalm crown. Please clarify and revise for consistency. Generally, it appears that the 12-1/2 foot widths of the proposed antenna arrays will not fit within the crown of the monopalm. Either a redesign of the monopalm crown to provide larger/longer fronds, or a reduction in the size and standoff distance of the antenna arrays will be needed to meet the stealthing standard above.
