This site is located in the HC-3 zone (UDC 4.7.22). A SFR w/sleeping quarters is a permitted use in this zone (Table 4.8-4). 1. Per UDC Article 6.6.3.C Detached accessory buildings , including accessory dwelling units, are not permitted in the buildable area extending the full width of the lot between the principal building and the front street lot line. That said the sleeping quarters as shown on the plan is not allowed in the front yard. If you wish to have this permit approved as shown a Board of Adjustment for Variance would need to be submitted and approved. An option for approval of the permits would be to provide a minimum 5’-0” wide roof type structure, that can handle a 20 lb. live load that connects the 2 structures. Board of Adjustment application/requirements can be found at: https://www.tucsonaz.gov/files/pdsd/codes/Zoning_Administration_Application_BA_fillable.pdf.
