PLAN REVIEW COMMENTS

Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide an updated complete plan set with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment revisions.

SCOPE OF REVIEW:

The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet Zoning and other departmental requirements, conditions and concerns before permit approval.

GENERAL COMMENTS:

1. Show compliance with the Inclusive Home Design Ordinance adopted by the City of Tucson Ordinance #10463 on 10/16/2007. Notate accessible route, minimum door width, changes in floor elevation, door hardware, electrical outlet reach range, grab bar reinforcement, etc.
2. Each dwelling unit with kitchen requires a separate Pima County assigned street address, R319. Notate each dwelling address on the site plan (or remove cooking appliances).
3. Items built without permit may require alteration or improvement for code compliance with the 2018 IRC, R105.

SITE PLAN:

1. Indicate the location and size of the water line from property line (meter) to building, R106.1.1. Show an existing or upgraded 1” line from the meter to the proposed point of new dwelling yard line connection. Minimum size for a pipe supplying two dwellings is 1”, P2903.7.

SECTIONS - DETAILS:

1. Provide a complete cross-section detail from foundation to roof assembly for each type of new exterior wall, R106.1.1. Show the minimum 12” footing depth below the undisturbed ground surface with 12” minimum width for wood framed walls with minimum of one #4 rebar in the proposed continuous footing, R403.1. Show exterior wood siding, sheathing and wall framing with a 6” clearance above the ground (R317.1 item 5) with minimum ½” diameter anchor bolt and treated sill plates, R602.10.8 & R403.1.6. This may require a concrete stem when the floor is less than 6” above grade.
2. Exterior walls with a fire separation distance less than 3-foot to the neighboring property line require not less than one-hour fire-resistive construction. Show compliance with R302.1 (City of Tucson Amended) by providing a section detail of materials prescribed in IBC Table 721.1(2), Items 15-1.1 to 16-1.3. Show a detail of proposed fire rated wall construction.
3. An unvented roof assembly requires an air-impermeable rigid insulation material with a minimum R-5 value applied correctly to either side of the roof sheathing, R806.5. Show a roof design with insulation types and minimum thickness for meeting the condensation control requirement and the minimum total insulation value of R-38.

PLUMBING PLANS:

1. Show plumbing vents (VTR) location and size, P3105.1. (1 ½”-6’, 2”-8’, 3”-12’).

The following comments need to be addressed prior to applying for the required Board of Adjustment:

1.
COMMENTS: The following comments are for the purpose of applying for a variance before the Board of Adjustment (UDC Section 3.10.1).

COMMENTS: the following comments are relative to an application for a Board of Adjustment Variance (UDC 3.11.1).

This site is located in the C-1 zone (UDC 4.7.20). 2 single family dwellings are permitted use in this zone (UDC Table 4.8-4)

Perimeter yard setbacks are based on a measurement from design grade to the highest point of the exterior wall UDC Article 6.4.5.B & Figure 6.4.5-A.

The minimum setback is the greater of 10’ feet, or three quarters (3/4) the height of the structure’s wall facing each interior property line (TABLE 6.3-4.A).
As wall heights were provided from finished floor not design grade Zoning has added 6” to the provided heights to determine required perimeter yard setbacks.
1. This comment was not addressed. Based on a wall height of 14’-0” the required perimeter yard setback from the proposed ADU to the south property line is 10’-6”, proposed setback is 0’-6”.

Board of Adjustment application/requirements can be found at: https://www.tucsonaz.gov/files/pdsd/codes/Zoning_Administration_Application_BA_fillable.pdf. The Board of Adjustment is a separate submittal from this building plan and is submitted at: https://www.tucsonaz.gov/pdsd-filedrop, using the Submission Type “Zoning Administration”. Contact of the Board of Adjustment is Mark Castro at Mark.Castro@tucsonaz.gov.

2. The provided elevations do not show the proposed additions to the existing storage building and do not provide wall height dimensions from design grade to highest point of the wall.
