TRANSMITTAL: July 7, 2022
This site is located in the R-1 zone (UDC 4.7.1). A single-family residence (SFR) is a permitted use in this zone (Table 4.8-2). See Use-Specific Standards 4.9.7.B.5 - 9. 10.

1. Provide a residential plot plan that meets the requirements found at: https://www.tucsonaz.gov/files/pdsd/forms/Residential_Plot_Plan_Requirements.pdf, to include but not limited to:
a. Show all adjacent parcel zoning on the plan.
b. Show perimeter yard setbacks from the existing garage to the north and west property lines.
c. The lot coverage calculation is not correct. Review UDC Article 6.4.3 and the example shown on the Residential Plot Plan requirements and provide a correct calculation. Lot coverage includes any vehicle use area whether improved or unimproved.

2. Provide full floor plans for the two (2) other structures on the site so that Zoning can determine the total number of dwelling units on site and vehicle parking requirements.

3. For Zoning purposes, the proposed Rec Room, as shown on the plan with a double bowl sink and full-sized refrigerator, is considered a dwelling unit. For this Rec Room not to be considered a dwelling unit the sink needs to be changed to a single bowl bar type sink and the refrigerator to an under-counter refrigerator. If the sink is changed to a single bowl bar type sink and the refrigerator to an under-counter refrigerator the Rec Room by definition is still considered a bedroom, see UDC Article 11.4.3, and may affect the number of vehicle parking spaces needed. Until comment 2 above is addressed Zoning cannot verify parking requirements. See UDC Article 4.9.7.B.7 for vehicle parking space requirements in the R-1 Zone.
4. Until comment 1.b is addressed Zoning cannot determine if setbacks are met, but as you converting non-habitable space to habitable if perimeter yard setbacks are not met at a minimum a neighbor’s setback waiver is required. To secure this neighbor setback waiver the following statement must be provided on the plot plan and be signed and dated by the adjacent property owner(s):

1. Indicate on the drawings that all work shall be done in compliance with the adopted codes as amended by the City of Tucson.
2. Indicate on the drawings which walls are new construction such as the area around the bathroom and closets. Provide a wall section or notes indicating the material and construction details for the walls.
3. Clarify if the existing garage has insulation on the walls and the ceiling already or if new framing, insulation, and drywall will need to be installed to convert the existing garage to conditioned space. Provide an existing wall and ceiling section that shows the existing conditions.
4. Indicate the overall clear ceiling height of the interior of the structure on the drawings.
5. Note on the drawings the energy requirements for the new sliding glass door and windows. A minimum U factor of .40 and a SHGC of .25 is required per 2018 IECC table R402.1.2.
6. Indicate the location of an existing stoop or landing outside of the doors or provide a new stoop or landing outside of all doors leading to the exterior. It is unknown if the existing door has an existing paver or sidewalk landing already, and the new doors do not indicate one to be installed. The landing shall be a minimum of 36” in the direction of travel and be at least as wide as the door it serves. 2018 IRC R311.3.

ELECTRICAL REVIEW COMMENTS

1. Correct the electrical panel and the drawings for the kitchenette receptacles. A minimum of two small appliance branch circuits are required for the kitchen countertop. Circuit #11 for the microwave is one however circuit #2 is not dedicated to only the kitchen and has other receptacles. 2017 NEC 210.52(B)(1).
2. Circuit #12 in the panel schedule indicates a smoke detector, however no smoke detector was indicated on the plans. Indicate the location.
3. Clarify the location of the countertop receptacles in the area above the dishwasher. It appears that the one GFCI located next to the sink may be to far from the end of the counter. Receptacles are required to be installed so that no point along the wall is more than 24” from a receptacle horizontally. 2017 NEC 210.52 (C)(1).
4. Clarify the location of the receptacles in the main area, the tv outlet is mounted at 60” and a second lower outlet may be needed in this location. Receptacles are required to be installed so that no point horizontally along the wall is more than 6’ from an outlet. 2017 NEC 210.52(A)(1).
5. Indicate an exterior outlet that is within 25’ of the new mechanical unit servicing of the unit. 2017 NEC 210.63.
6. Note that all new outlets installed in bedrooms, living rooms, family rooms, dens, hallways, and similar areas will be ARC fault protected. 2017 NEC 210.12.
7. Note that a minimum of 90% of all lighting fixtures in the dwelling will contain high-efficacy lamps. 2018 IECC R404.1.


PLUMBING REVIEW COMMENTS:

1. Indicate the type of material and any install requirements for the new water and waste piping on the drawings.
2. Provide a water distribution design for the flow rate at the fixtures that is in accordance with the 2018 IPC table 604.3.
3. Note on the drawings that all plumbing fixtures will be low flow type. Toilets are required to be 1.6 gallons per flush or less, and faucets and showers are to not exceed 2.5 gallons a minute. Ordinance 7178.
4. Note on the drawings that all plumbing drain, waste and vent systems shall be tested for leaks in accordance with the 2018 IRC P2503.5 prior to concealing.
5. Note on the drawings that a water hammer arrestor shall be installed where quick closing valves are utilized. 2018 IPC 604.9.
6. Indicate all hot water lines will be insulated to a minimum of R3 2018 IRC N1103.4.
