This site is located in the RX-2 zone (UDC 4.7.7). A single-family residence (SFR) is a permitted use in this zone (Table 4.8-1). See Use-Specific Standards 4.9.7.6.

1. The minimum setback is twenty feet facing each interior property line (Table 6.3-1.A). Proposed perimeter yard setback from the proposed studio to the west property line is 11’-6”. Per UDC Article 6.6.2.D An accessory structure that exceeds the allowable height of a wall within a perimeter yard and is detached from a principal structure shall comply with the perimeter yard width standards of the principal structure, except that the accessory structure may be built to a parcel line with the consent of the adjoining or, when separated by an alley, adjacent property owner(s). To secure this neighbor setback waiver the following statement must be provided on the plot plan and be signed and dated by the adjacent property owner(s):

STRUCTURAL REVIEW COMMENTS:

1. Update the design criteria on sheet S100 to indicate a basic wind speed of 115 mph. 2018 IRC table R301.2(1).
2. Note on the drawings for both the studio and the porch that the ground under the concrete will be treated for termites prior to pouring in accordance with 2018 IRC R318.1.


BUILDING REVIEW COMMENTS:

1. Note on the drawings the energy requirements for the roof and the windows, only the wall was noted on sheet S100. Windows are required to have a minimum U factor of .40 and a SHGC of .25. The roof is required to have a minimum of R38 installed. 2018 IECC table R402.1.2.
2. Provide a stoop or landing outside of the craft room door leading to the exterior. 2018 IRC R311.3.


MECHANICAL REVIEW COMMENTS:

1. Note that a thermostat will be provided for the primary heating and cooling system capable of controlling the on a daily schedule in accordance with the 2018 International Energy Conservation Code R403.1.
2. Note that ducts, air handlers and filter boxes shall be sealed. 2018 IRC M1601.4.1.


ELECTRICAL REVIEW COMMENTS
Denied
1. Provide an electrical layout for the new covered porch indicating any receptacles or lighting to be installed.
2. Clarify what the “S” shown represents on the craft studio power plan in two locations, no electrical legend could be found.
3. Note that all new outlets installed in bedrooms, living rooms, family rooms, dens, hallways, and similar areas will be ARC fault protected. This would include the office and craft area. 2017 NEC 210.12.
4. Indicate an exterior outlet that is on the roof and within 25’ of the new mechanical unit for the servicing of the unit. 2017 NEC 210.63.
5. Note that a minimum of 90% of all lighting fixtures in the dwelling will contain high-efficacy lamps. 2018 IECC R404.1.
6. Note on the drawings that the new bathroom will be provided with a dedicated 20-amp circuit for the bathroom receptacles. The circuit shall have no other outlets. 2017 NEC 210.11(c).
7. Provide a receptacle in the hallway. Hallways are required to have a minimum of one receptacle if longer than 10’ in accordance with 2017 NEC 210.32(H).
8. Indicate the required clearance for the new sub panel on the drawings. A working clearance of at least 30” wide and 36” deep is required. 2017 NEC 110.26.


PLUMBING REVIEW COMMENTS:
Denied
1. Show the plumbing layout and gas line for the new kitchen located under the new covered porch.
2. Clarify if the hot and cold supply in the wall in the craft area and the storage room is for future use. It appears that this will create a “dead end” for the water lines that is greater than 24” long.
3. Provide a water distribution design for the flow rate at the fixtures that is in accordance with the 2018 IPC table 604.3.
4. Show the location of the water heater on the plans.
5. Note on the drawings that all plumbing fixtures will be low flow type. Toilets are required to be 1.6 gallons per flush or less, and faucets to not exceed 2.5 gallons a minute. Ordinance 7178.
6. Note on the drawings that all plumbing drain, waste and vent systems shall be tested for leaks in accordance with the 2018 IRC P2503.5 prior to concealing.
7. Indicate all hot water lines will be insulated to a minimum of R3 2018 IRC N1103.4.
8. Note on the drawings that the gas lines will be pressure tested in accordance with 2018 IRC G2417.1.
9. Note that a shutoff valve will be provided for all gas appliances that is within 6’ of the appliance and located within the same room. 2018 IMC G2420.1.
