This site is located in the R-1 zone (UDC 4.7.8). A single-family residence is a permitted use in this zone (Table 4.8-2) subject to Use Specific Standards 4.9.7.B.5 – 9. If the detached carport is to remain as shown on the plot plan the following comments apply: 1. Per UDC Article 6.6.3.C Detached accessory buildings , including accessory dwelling units , are not permitted in the buildable area extending the full width of the lot between the principal building and the front street lot line. The proposed detached carport is considered a detached accessory structure and will require a Board of Adjustment for Variance if it is to remain as shown on the plan. Board of Adjustment application/requirements can be found at: https://www.tucsonaz.gov/files/pdsd/codes/Zoning_Administration_Application_BA_fillable.pdf. The Board of Adjustment is a separate submittal from this building plan and is submitted at: https://www.tucsonaz.gov/pdsd-filedrop, using the Submission Type “Zoning Administration”. Per UDC Article 6.4.5.C.1 the required front street perimeter yard setback is 20’ the greater of twenty (20) feet, or one and one-half (1 ½) the height of the proposed wall. Based on a wall height less than 9’-0” the require front street perimeter yard setback is 20’-0”, proposes setback is 3’-5”. The proposed front street perimeter yard setback can be reduced through the Board of Adjustment process mentioned above. 3. Zoning acknowledges that a neighbor’s setback waiver was provided on the residential plot plan for the perimeter yard setback to the east property line. If the carport is going to go through the Board of Adjustment to remain as a detached accessory structure the reduced setback can be processed in the Board of Adjustment. If you wish to use the neighbor’s setback waiver the signature must be from one of the owners of the adjacent property. Provide documentation that clearly demonstrates the Olga Robles is an Officer with the Harking Properties, LLC, owners of the adjacent property, with your next submittal so that owner ship can be verified. An option that would eliminated the Board of Adjustment requirement would be to attach the carport to the main dwelling with a roof structure that is a minimum 5’-0” wide and can support a 20 lb live load which allows a fireman to walk across it. If you elect to attach the carport to the main dwelling the neighbor’s signoff may not be used to reduce the setback to the east property line and the following comments apply: 1. Per UDC Article 6.4.5.C.1 the required front street perimeter yard setback is 20’ the greater of twenty (20) feet, or one and one-half (1 ½) the height of the proposed wall. Based on a wall height less than 9’-0” the require front street perimeter yard setback is 20’-0”, proposes setback is 3’-5”. 2. Per UDC Table 6.3-2.A: DIMENSIONAL STANDARDS FOR THE R-1, R-2, R-3, MH-1, & MH-2 ZONES R-1 ZONE The minimum setback is the greater of six (6) feet, or two-thirds (2/3) the height of the structure’s wall facing the east property line. Based on a wall height of less than 9’-0” the required perimeter yard setback to the east property line is 6’-0”, proposed setback is 1’-0”. For an attached carport a Design Development Option (DDO) must be submitted and approved to reduce the required setback. This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide an updated complete plan set with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment revisions. SCOPE OF REVIEW: The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet Zoning and other departmental requirements, conditions and concerns before permit approval. GENERAL REQUIREMENTS: The City of Tucson adopted the 2018 IRC with amendments on 1/1/2019. Show the current code reference on the plans. Consolidate pages of construction plans into a single .PDF file as prescribed at the PDSD web site. Sample plans are available at https://www.tucsonaz.gov/pdsd/residential-permits GENERAL COMMENTS: 1. Items built without permit may require alteration or improvement for code compliance with the 2018 IRC, R105. Show the as-built addition with necessary alterations for achieving code compliance. SITE PLAN: 1. Show the location and size of buildings, utility meters and gas, water, electric and sewer or septic lines from property line to building, R106.1.1. Identify the utility lines requiring upgrade or replacement. PLANS: 1. A fire spread barrier is required from ground to roof and from end to end of the roof, R302.1. Show the carport roof structure with one-hour fire-resistive wall construction parallel with the property line in compliance with IBC Table 721.1(2) or show a clear 3’ fire separation distance between the property line and the structure. 2. Provide a Roof Framing Plan showing the location and size of beams, rafters and columns for supporting live and dead structural loads, R804.
