This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment updates; revisions are processed if changes occur after the permit is issued. SCOPE OF REVIEW: The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions and concerns before permit approval. SITE PLAN: 1. Show the yard water pipe as existing 1” or upgrade to 1”. SECTIONS - DETAILS: 1. An unvented roof assembly requires an air-impermeable rigid insulation material with a minimum R-5 value applied correctly to either side of the roof sheathing, R806.5. Show a roof design with insulation types and minimum thickness for meeting the condensation control requirement and the minimum total insulation value of R-38. Update notation on Detail 1B sheet A2. MECHANICAL PLANS: 1. Provide (an HVAC system with fresh air intake) whole-house mechanical ventilation, or controlled exhaust with a calculated airflow rate, R303.4; N1103.6 & M1505.4. Show the system and appropriate flow rate setting on the plans. A one bedroom unit under 1501 SF requires a 30 CFM continuous setting. ELECTRICAL PLANS: 1. Panelboards and overcurrent protection devices shall not be in clothes closets, in bathrooms, or over the steps of a stairway, E3405.5. Relocate panel B. OUTDOOR LIGHTING CODE 1. Show the proposed fixture as full cut-off FCO style or provide an Outdoor Lighting Calculation including all exterior fixtures on the property for determining exterior lighting limits. Fixtures are only exempt from the total lumen budget if they are full cut-off FCO style and located under overhangs, OLC 5.1.2. These comments are still applicable. Comment: Provide a dimension from design grade to the highest point of the exterior wall for the addition and the sleeping quarters. Perimeter yard setbacks are based on a measurement from design grade to the highest point of the exterior wall. Draw dimension and label the height. Comment: A sleeping quarters is subject to 6.6.3.D: Accessory structures, except for accessory dwelling units, shall not exceed 12 feet in height unless attached to a principal structure. Building height is the vertical distance measured from the design grade elevation to the highest point of a flat roof; to the deck line of a mansard roof; or to the middle (between the eave and ridge ) of the highest gable of a pitched or hipped roof, except as follows: (See Figure 6.4.4-A, Measurement of Building Height .) Please provide the building height dimension. Comment: The sleeping quarter is subject to UDC section 6.6.3.E " The total gross floor area (gfa) of all accessory structures shall not exceed 50% of the gfa of the principal structure" Please show how this is satisfied. If you are not able to adhere to the requirements there are two options you could attach the structure to the principal structure via a 5’ wide patio type structure which can support a 20 lb live load or a Board of Adjustment for Variance is required. The Board of Adjustment is a separate submittal from the building plan and is submitted at: https://www.tucsonaz.gov/pdsd-filedrop, using the Submission Type “Zoning Administration”. Comment: Since this structure is to be considered a sleeping quarters it is allowed to have a single-bowl sink and under-the-counter fridge. No cooking facilities permitted. COMMENT: The minimum setback is the greater of six (6) feet, or two-thirds (2/3) the height of the structure’s wall facing each interior property line (Table 6.3-2.A). Based on a wall height of 10'0” the required perimeter yard setback from the proposed sleeping quarters to the north property line is 6’-9”, the proposed setback is 6’-1”. Based on a wall height of 10'0” the required perimeter yard setback from the proposed sleeping quarters to the West property line is 6’-9”, the proposed setback is 6’-6”. At a minimum a neighbor’s setback waiver is required to reduce the perimeter yard setback. To secure this waiver the following text shall be provided on the plot plan and be signed and dated by the only of the property to the south: My Name is____________________ and I am the owner of the property located at_______________________. I have reviewed the site plan and I have no objection to structure being located or constructed________ feet from the property line as depicted on the site plan. Signature: _____________________________ Date: _________________________________ If you are unable to secure the neighbor’s setback waiver a Design Development Option (DDO) will need to be processed and approved to reduce the setback.
