A Multifamily Development is a permitted use in this zone (Table 4.8-2). See Use-Specific Standards 4.9.7.B.6, .9, & .10. 1. Based on the floor plan provided Unit #1 has three (3) bedrooms and Unit #2 has six (6) bedrooms. Per UDC Table 7.4.4-1 a 3-bedroom unit requires 2.25 vehicle parking spaces and a 6-bedroom unit requires 2.5 for a total of 4.75 or 5 required vehicle parking spaces. Per UDC Article 7.6.4.B the requirements of UDC Article 7.6.4.B landscape requirements apply. And per a Zoning Administrators determination the requirements of UDC Article 7.4.6 vehicle parking requirements apply. This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide an updated complete plan set with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment revisions. SCOPE OF REVIEW: The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet Zoning and other departmental requirements, conditions and concerns before permit approval. GENERAL REQUIREMENTS: The City of Tucson adopted the 2018 IRC with amendments on 1/1/2019. Show the current code reference on the plans. Sample plans are available at https://www.tucsonaz.gov/pdsd/residential-permits SITE PLAN: 1. Show the location and size of buildings, utility meters and gas, water, electric and sewer or septic lines from property line to building, R106.1.1. Identify the utility lines requiring upgrade or replacement. FLOOR PLANS: 1. Show the functional name of each proposed room, R106.1.1. Existing bedrooms with removed windows must show code compliance for egress, R310. 2. Individual dwelling units in duplexes must be separated by a fire rated wall from floor to bottom of roof sheathing without openings, R302.4. Show both proposed and existing separation walls with 5/8” type ‘X” wall board on each side of framing. SECTIONS - DETAILS: 1. Show a cross-section detail with a respective notation indicated on the plan for all proposed exterior walls, R106.1.1. 2. Show a cross-section detail for the new exterior wall, R106.1.1. Show the minimum 12” footing depth below the undisturbed ground surface with 12” minimum width for wood framed walls with minimum of one #4 rebar in the proposed continuous footing, R403.1. 3. Show exterior wood siding, sheathing and wall framing with a 6” clearance above the ground (R317.1 item 5) with minimum ½” diameter anchor bolt and treated sill plates, R602.10.8 & R403.1.6. This may require a concrete stem when the floor is less than 6” above grade. 4. Clarify the placement of ceiling/roof insulation for determining the need for attic ventilation, R806. The space between roof insulation and ceiling may not be vented. 5. An unvented roof assembly requires an air-impermeable rigid insulation material with a minimum R-5 value applied correctly to either side of the roof sheathing, R806.5. Show a roof design with insulation types and minimum thickness for meeting the condensation control requirement and the minimum total insulation value of R-38. 6. Attic space requires a ventilation calculation for showing the attic vent opening size using 1 to 150 of attic area in compliance with R806.2. Provide appropriate upper and lower space vents when applying the reduced area calculation. PLUMBING PLANS: 1. Show the location of individual water heater for each dwelling unit, P2801.1. 2. Show an individual accessible water supply shut off (and natural gas) for each dwelling unit, P2903.9.1. MECHANICAL PLANS: 1. Provide heating facilities in all habitable rooms, R303.9. ELECTRICAL PLANS: 1. Smoke alarms are required outside each separate sleeping area, R314.3.2. Show a smoke alarm in each bedroom and outside in the immediate vicinity. 2. Provide a Riser Diagram with a single service panel (dual meter) and a distribution panel to the second building, E3607. Clarify the location of the property service meter after coordinating the utility plan with Tucson Electric Power. Two metered service panels require a Zoning approval with a second Pima County assigned address for the new service. 3. Designate the circuit number at the location of each light fixture, receptacle, appliance, and equipment disconnect switch, E3404.12. 4. Provide a panel schedule showing panel size, circuit numbers, ampacity, wire size and general description, E3404.13 & E3706.2. 5. Show receptacle outlets at wall spaces 2’ or more with no wall point (exclude door openings) more than 6’ from a receptacle outlet, E3901.2. 6. Show receptacle outlets at each kitchen counter space wider than 12” with no point along the wall line more than 24” from a receptacle outlet, E3901.4.1. Show receptacles within 2’ of counter edges or corners and no more than 4’ apart. 7. Protection of all interior 15A & 20A circuits serving outlet locations (except garage, kitchen, and bathrooms) including receptacles, lights and smoke detectors requires combination type arc-fault circuit interrupters, E3902.16. 8. Specify high-efficacy lamps for at least 90% of all lighting fixtures, N1104.1. OUTDOOR LIGHTING CODE 1. Show the proposed fixture as full cut-off FCO style or provide an Outdoor Lighting Calculation including all exterior fixtures on the property for determining exterior lighting limits. Adjustable security light fixtures are unshielded, not FCO. INTERNATIONAL ENERGY CONSERVATION CODE: 1. Show the “R” values of insulation and the maximum “U” factors of the windows and doors on the plans as well as the solar heat gain coefficient SHGC minimum value of 0.25, N1102.1. 2. Energy Certificate: (Mandatory) place near the indoor furnace, in a utility or laundry room, N1101.14. Add notation to plans.
