An electric utility meter is not currently installed at this location and appears not to have been installed for a substantial period of time. To facilitate a review as to whether reestablishment of such electrical service is permissible under the Stipulation, please respond to the following three items:

1. Provide documentation that shows when the last continuous service from the electric utility was being provided and any other documentation that would further explain the meter’s absence.

2. Explain how installation of an electric meter where none exists would comply with the cited Exhibit 9, Subsection 2(x) or other provisions of the Stipulation.

3. In the 6th paragraph of Scope of Work, TEP requirements are cited as the basis for not complying with like-to-like provisions of the Stipulation for the electrical service conduit diameter; provide the specific citation in TEP literature for such requirement, clarifying whether the cited provision applies to establishment of new service, maintenance of existing service, or both.

If the application is able to move forward subsequent to responses on the foregoing items, the following comments would then need to be addressed, where applicable:

4. In 1st paragraph of Scope of Work, specify the dimension for the length of the 1” EMT riser.

5. In 2nd paragraph of Scope of Work, reduce number of #12 conductors from six (6) to four (4), per approved plans under COT Activity Number T10EL01546 and existing.

6. In 3rd paragraph of Scope of Work, provide full model number of 206 panel (represented as 206 MFRS in plans under T10EL01546)

7. In 4th paragraph of Scope of Work, clarify if the 206 panel and meter socket box are proposed to be affixed to the unipole directly or indirectly through the use of any added parts (if the latter, provide detail of proposed alteration).

8. In 5th paragraph of Scope of Work, conform the panel box model number to that shown in the manufacturer’s literature (206 PROG) and delete the reference to like.

9. In 6th paragraph of Scope of Work, revise riser conduit to like (1” EMT of same length) and refer to weatherhead as like.

10. In 7th paragraph of Scope of Work, reduce number of #12 conductors from six (6) to four (4), per approved plans under T10EL01546 and existing.

11. In 8th paragraph of Scope of Work, add installation of ½” PVC sleeve to protect #4 ground wire per approved plans under T10EL01546.

12. In 2nd paragraph of 1st box of notes below Scope of Work, revise text so as to match standard language in Billboard Note #11 on Sheet 1.

13. In Panel Schedule, correct the wattage for the metal halide lamps, consistent with the One-Line Diagram and lamps installed under T10EL01546; adjust volt-amp calculations accordingly.

14. In Panel Schedule, revise volt-amps entry for the clock time/control to more accurately reflect actual load & adjust volt-amp calculations accordingly.

15. In Panel Schedule, revise one “spare” to “space” and reconfigure accordingly (consistent with the manufacturer’s literature for 206 PROG shown).

16. In One-Line Diagram, provide for the time clock/controls circuit.

17. In One-Line Diagram, specify new panel as 206 PROG, consistent with manufacturer’s literature shown and delete reference to “like”.

18. In One-Line Diagram, specify riser to be replaced with like.

19. In One-Line Diagram, add grounding system.

20. In Existing and New Electrical, reduce number of #12 conductors from six (6) to four (4), per approved plans under T10EL01546 and existing.

21. In Existing and New Electrical, specify the length of the existing service riser; resolve inconsistency as to whether existing service riser is GRC (as here) or EMT (as in 2nd paragraph of Scope of Work and T10EL01546); and specify replacement with like riser.

22. In Existing and New Electrical, correct the model number for the existing 206 panel and delete the reference to like for the 206 PROG replacement panel.

23. In Existing and New Electrical, show ½” PVC sleeve required to protect #4 ground wire as required under T10EL01546.

24. Add in boxed note, or individually where applicable, the grade of existing and replacement conductors.

25. In Existing and New Electrical, specify minimum distance between ground rods per NEC requirements.

26. In Title Block, correct the number of plan sheets.
