Plan Tucson's Future Growth Scenario Map identifies this site within the boundaries of the Industrial Areas Building Block, and provides the following policy direction:
LT28.7.3 Support environmentally sensitive design that protects the integrity of existing neighborhoods, complements adjacent land uses, and enhances the overall function and visual quality of the street, adjacent properties, and the community.

The Rincon/Southeast Subregional Plan's purpose is to establish future land use and development direction for areas that have been annexed into the City of Tucson. The Subregional Plan identifies the site within Land Use Map Detail #9, Wilmot/I-10, as part of the Urban Industrial land use category. The Urban Industrial land use is defined in the Subregional Plan as a land use that is compatible with certain types of commercial activities, but generally incompatible with residential uses, and allowed in the I-1 industrial zoning classification as a Special Exception land use requiring Mayor and Council approval. Additionally, the Subregional Plan provides the following landscaping guidelines that supplement landscaping and screening requirements specified in the Tucson Unified Development Code (UDC):

Landscaping Policy C.3:
a. An acceptable plant preservation plan completed by a qualified professional shall be a condition of rezoning if the site analysis identifies any of the following on-site features:
1) Threatened and/or endangered plant species;
2) Plants listed in Appendix A of the Arizona Native Plant Law;
3) Significant wildlife habitats and corridors (see Plan Policy II.B.2);
4) Areas of riparian vegetation.
b. The plant preservation plan shall clearly delineate areas to be preserved, including the fencing of no-grade areas. The City Landscape Inspector shall field verify compliance with grading limit lines.
c. Wherever on-site features as noted in policy a. above cannot be preserved, landscape design and construction shall promote the use of transplanted, on-site desert plants, container plants, seeded desert plants and inorganic groundcover. This requirement shall be particularly emphasized on all landscaped areas abutting public rights-of-way, scenic and gateway routes and landscaping having high public visibility.
d. Saguaros of a height of six feet or less that cannot be preserved in place or relocated onsite shall be replaced on a one-to-one height basis with nursery grown or permitted and tagged saguaro transplants (as per Arizona Native Plant Law requirements).
e. Saguaros measuring over six feet that cannot be preserved in place or effectively relocated on-site shall be replaced, within the site area, with two or more nursery grown or permitted and tagged saguaro transplants whose combined height equals that of the saguaro that is lost.
f. The preservation plan shall specify salvage and transplant procedures, soil preparation and a maintenance schedule for all relocated plants, and include assurances that saguaro and other cacti salvage shall be performed by a professional using equipment appropriate for the size of the plant being moved.

ANALYSIS:

For the purposes of this preliminary review, it is assumed that the proposed propane storage tank falls within the Storage Land Use Group, Hazardous Material Storage Land Use Class, as defined by the City of Tucson Unified Development Code (UDC) Section 11.3.10.B. Hazardous Materials Storage in the I-2 zone requires a Special Exception procedure through the Mayor and Council (UDC § 3.4.4), and must comply with the use specific standards specified in UDC § 4.9.13.Q.

The proposed Special Exception is located on a one-acre site, zoned I-2 industrial, vacant, adjacent to the north of the Union-Pacific Railroad tracks, and is surrounded by I-2 zoning and vacant land. The project is for a new propane storage tank, which includes:
a) The construction of a new 100 square-foot, 12-foot-high building;
b) A new LED light post;
c) Parking on site; and
d) A new fence and K-rail barriers surrounding the propane tank.

Plan Tucson and Rincon/Southeast Subregional Plan policy direction ensure sensitive design of sites with hazardous materials storage and related structures, and the protection of native plant species. A plan amendment is not required.

Staff recommends applicant include in the proposed concept plans the height of the new shade structure, and details on existing/proposed screening, colors and materials, demonstrating compliance with the requirements of the UDC, and policy direction provided by Plan Tucson and the Rincon/Southeast Subregional Plan.
