Tucson Water's New Area Development Unit has no objections to the proposed development and offers the following comments for your convenience. 2. The owner/developer will need to construct all on-site and off-site public water mains necessary to serve this large residential development, and the following requirements will apply: a. The owner/developer will first need to obtain a Water Availability Letter from Tucson Water verifying this project is within Tucson Water's service area. Note: This document is required for all projects, even though it may be obvious that the project is within Tucson Water's service area. It is used in some other development processes, most notably the City Council's final plat approval process. b. An overall water master plan will need to be prepared for this project and submitted to the local Fire Department and Tucson Water for review and approval. The overall master plan must show the proposed construction phasing for the new water mains, and the water main layout. During the water master planning of this project, please plan on looping the new on-site water mains to at least two different points in Tucson Water's existing water distribution system as required by Section 8-06.4.2.A of Tucson Water's Design Manual to meet water quality and fire flow requirements or explaining what legal and/or technical reasons prevent such looping. The new public water mains will also need to be located within public or private streets to the maximum extent practicable. Where this is not practicable, the new water mains will need to be centered within public water line easements that are a minimum of 15' wide and lie on smallest number of private parcels possible. The fire hydrants and the local Fire Department's fire flow requirements will need to be shown on the overall water master plan, and the local Fire Department must accept the overall water master plan before it may be submitted to Tucson Water for review. c. Upon the Fire Department's and Tucson Water's acceptance of the overall master water plan, a water master plan for the first construction phase of this project will need to be prepared for review and approval by the local Fire Department and Tucson Water. The local Fire Department must accept the water master plan for the first construction phase before it may be submitted to Tucson Water for review. d. Upon Tucson Water's acceptance of the water master plan for the first construction phase, a detailed water design plan for the new water mains in the first construction phase will need to be submitted to Tucson Water's New Development section for review and acceptance. The owner of the property will need to enter into a Construction Agreement with Tucson Water regarding the construction of the new water mains in the first construction phase before Tucson Water will accept the detailed water design plan. e. Upon Tucson Water's acceptance of the detailed design plan for the first construction phase, the detailed design plan for the first construction phase must be submitted to Pima County Development Services Department for an ADEQ Approval To Construct to comply with State of Arizona law. f. Only after all of all of the above tasks have been completed, may the owner/developer schedule a Pre-Construction Meeting with Tucson Water's Construction section to schedule the start of the new public water main construction. g. The new public water mains will not be accepted into Tucson Waters distribution system for use, and no water meters will be issued, until all new public water easements shown on the detailed construction plan have been recorded. h. Steps d through g will also apply to the remaining construction phases. 3. During the overall water master plan review process, Tucson Water may require that the 16" water main in Valencia Road be extended to the far east side of this development, and that an oversized water main be constructed in the spine road through this development. If that occurs, there will be provisions for compensating the owner/developer for the extra expense of installing oversize water mains. 4.
