The 25% expansion calculation is important as no landscape would be required if the expansion is 25% or less. If it greater than 25% expansion, the whole site would have to be brought up to the current code. The majority of the ROW looks to be designed to current standards however at several entrances curb and sidewalk have been damaged. Damaged or out of compliance sections will need to be replaced.
