Development must comply with the Administrative Manual Section 2-06 - Development Package. The Development Package (DP) and the building permits can be submitted concurrently; however, the building permits cannot be approved until the DP has been approved. 2. A cross access agreement might be required if the site is being accessed from the parcel to the north (14039043E). 3. The site is zoned C-2 and Personal Storage is a permitted use, subject to use specific standards 4.9.10.C.3 & .6 (UDC 4.8.6) - add the use specific standards to your general note that states the use on your site plan for formal submittal. 4. The setback along the I-10 frontage road is the greater of 21' or the height of the proposed wall, measured from the back of the existing or future curb location. There is no setback requirement for property lines adjacent to nonresidential zones (UDC 6.4.5). 5. The Parking Area Access Lane (PAAL) for Storage Development is required to be a minimum of 30' wide (UDC 7.4.6). Per 7.4.6.F.2.b, Access lanes and PAALs must be setback at least two feet from a wall, screen, or other obstruction over six inches. The additional area is necessary to provide clearance for fire, sanitation, and delivery vehicles. 6. Zero (0) parking spaces are required for storage units if storage units have direct vehicular access, and a minimum of 2 spaces for any associated office. One (1) space per 4,000 gross floor area if storage units do not have direct vehicular access, and a minimum of 2 spaces for any associated office (UDC 7.4.4). Clarify which buildings have direct vehicular access and which buildings do not have direct vehicular access on your site plan for formal submittal. 7. A 4' wide, ADA accessible pedestrian circulation path is required to connect all areas of development and to any adjacent street frontage (TSM 7-01.0). 8. Preparation of the landscape plan shall adhere to UDC 7.6.4. and Administrative Manual 2-10. Placing trees along the edge of a parking area or at the ends of parking row does not meet the intent of the UDC. All spaces within 40’ of a tree is only one of the requirements. The intent is to provide as much shade on the asphalt as possible, and the requirement is 1 tree per 4 parking spaces; trees are expected to be placed within the parking area itself to provide shade on asphalt. Trees are to be distributed evenly throughout the parking area, UDC 7.6.4.1.B.1, UDC Technical Standards Manual 5-01-.3.2 and UDC 7.6.4.B.1.a. 7.7. Native Plant Preservation The NPPO is intended to encourage preservation in place of healthy native plants through sensitive site design that minimizes the disruption of areas within the site containing healthy plants while allowing for salvage and transplanting plants on the site that are likely to survive. A Native Plant Preservation Plan, Section 7.7.4, is required to be submitted and approved or a request for an exception from the Native Plant Preservation requirements approved in accordance with Sections 7.7.3.D.3 & .4 of the Unified Development Code (UDC) and Admin. Manual Section 2-11.0.0 prior to Grading Plan approval. Please note that Mesquite hybrids will be considered native trees and should be included in NPP inventory. By far, the easiest way to meet this requirement is to set aside 30% of the lot for Natural Undisturbed Open Space (NUOS). It is strongly recommended that the vegetation along I-10 frontage be preserved. Commercial Rainwater Harvesting plan is required UDC Technical Standards Manual – Section 4-01.0.0. and Section 5-01.0.0 Landscaping and Screening Adherence to the Low Impact Development Standards outlined in Section 5 of the PCRFCD Design Standards for Stormwater Detention and Retention is required and shall work in conjunction with the Commercial Rainwater Harvesting design. Using Low Impact Development design and water harvesting provides critical basin detention and first flush retention for all new development and impervious area.
