The owner needs to present the requirements per the IID for evaluation. It looks to be pretty similar to the other buildings within the Mercado. I would advocate for the building/site to promote larger pedestrian opportunities for the Mercado and neighborhood beyond. Below are some of the major items from sections in the UDC which seemed to be most apparently applicable:
Required IID Review for following
Rio Nuevo Area (UDC 5.12.7)
Downtown Core (UDC 5.12.10)
Downtown Infill Incentive District (UDC 5.12.8)
Applicant shall prepare IID package to address design requirements for the above districts.
Commercial spaces vs. private residential spaces. Identified architecturally and with pedestrian routes, signage.
Will there be private vs public common courtyards? How are they identified?
Consider vehicular traffic & bicycle/pedestrian traffic and how they should be separate per the UDC.
Project should promote, maintain neighborhood linkages (physical & visual)
Include architectural elements, especially on the first two floors. Provide visibility at the first floor.
Outdoor plaza, courtyards shall accommodate multiple uses.
Provide pedestrian shade per requirement.

2.Buildings over 30' tall require an approved aerial fire apparatus access road per 2018 IFC section D105
3. A fire department access road shall extend to within 150 feet of all exterior portions of the buidling.
4. the building will need to be tested to determine the need for Emergency Responder Radio Coverage.
5.A building with an occupied floor located more than 75 feet above the lowest level of fire department vehicle access will be classified as a High Rise building and must meet all code applicable to a high rise building.

1. A water master plan for this project will need to be submitted to Tucson Water's New Development section for review and approval. During the master water planning of this project, please plan on looping the on-site water mains to two different points in Tucson Water's existing water distribution system as required by Section 8-06.4.2.A of Tucson Water's Design Manual to meet water quality and fire flow requirements, or explaining what legal and/or technical reasons prevent such looping.

2. The new water lines will need to be located within public or private streets to the maximum extent practicable. Where this is not practicable, the new water lines will need to be centered within water line easements that lie on smallest number of private lands possible and are a minimum of 15' wide.

3. The Fire Department's fire flow requirements will also need to be shown on the water master plan.

4. Upon approval of the water master plan, a detailed water design plan for the new water lines will need to be submitted to Tucson Water's New Development section for review and approval.

5. The owner of the property will need to enter into a Construction Agreement with Tucson Water regarding the new water main before water line construction may begin.
