04/01/2021 SBEASLE1 TUCSON WATER NEW AREA DEVELOPMENT REVIEW Reqs Change 300 - 330 - T21PRE0068 - Site Whataburger Restaurant

1. This property fronts an existing 16" cement asbestos water transmission main (PN113-2012) in Valencia Road, but Tucson Water typically allows new developments to connect to transmission mains only in unusual circumstances.

2. This property also has legal access to an existing 8" PVC water main (PN 007-2005) near the southeast corner of the property via an existing water line easement.

3. But this property is on a pressure zone boundary, and these water mains operate at significantly different pressures. These water mains cannot be connected together.

4. To properly determine which water line this property should connect to, additional information is needed. Specifically, Tucson Water will need to know what fire flow the local fire authority has required for this development, and whether any new fire hydrants are required.

5. If any new public water mains are to be constructed within this project, the following requirements will apply:
a. A water master plan for this project will need to be submitted to Tucson Water's New Development section for review and approval.
b. During the master water planning of this project, please plan on looping the on-site water mains to two different points in Tucson Water's existing water distribution system as required by Section 8-06.4.2.A of Tucson Water's Design Manual to meet water quality and fire flow requirements, or explaining what legal and/or technical reasons prevent such looping.
c. The new water lines will need to be located within public or private streets to the maximum extent practicable. Where this is not practicable, the new water lines will need to be centered within water line easements that lie on smallest number of private lands possible and are a minimum of 15' wide.
d. The Fire Department's fire flow requirements will also need to be shown on the water master plan.
e. Upon approval of the water master plan, a detailed water design plan for the new water lined will need to be submitted to Tucson Water's New Development section for review and approval.
f. The owner of the property will need to enter into a Construction Agreement with Tucson Water regarding the new water main before water line construction may begin.

COMMENTS:
1. Development must comply with the Administrative Manual Section 2-06 - Development Package.
2. Proposed Food Service use is allowed in C-2 zone, commercial use with max. bldg. height – 40’, subject to the use specific standards found at UDC 4.9.4.M.1 and 4.9.13.P.
3. Valencia Road has a future ROW of 200’, its current ROW is 175’, therefore, an additional 12.5’ is needed from each side of the road. Additionally, the Major Streets & Routes (MS&R) is setback 21’, the setback is measured from the back of existing curb or future curb location, see table 6.4.5.C-I.
4. An address for the lot is required prior to the development package application submittal. Contact Pima County Addressing at addressing@pima.gov.
