As of December 2020, the joint PC/COT Signing and Pavement Marking manuals have now been combined, so wherever referenced, we should probably refer to the new joint "PC/COT Signing & Pavement Marking Manual" (Typical). If needed, the consultant can refer to the new manual at https://webcms.pima.gov/UserFiles/Servers/Server_6/File/Government/Transportation/Roadway%20Design/FINAL-Pima-County_City-of-Tucson-Signing-and-Pavement-Marking-Manual-2020-First-Edition_linking_nocomments-12_21.pdf 1- Sheet 2 & Throughout, Callout 12: Is there room for a 6' wide sidewalk instead of 5' as called out? 6' is preferred, if possible. 2- Sheets 6-8, Multi-Use Path: Taking ADA considerations into place, does the multi-use path along Alvernon need to contain so many curves in the alignment? A potential blind user may have difficulties navigating this pathway. 3- Sheet 9: Pavement arrow and legend markings should be placed per Sheet 3.2.4 of new joint Signing & Marking Manual. (Typical) 4- Sheet 9, Tapers: Are left turn bay taper lengths substandard when compared to Appendix A of the Signing & Marking Manual? It appears so. (Manual calls for T = W*S for speeds of 45 mph or greater for left turn lane tapers.) 5- Sheet 9 & 10, Corona: Lane widths of 21' called out on Corona are rather wide. Consider placing a WS6 edge stripe for a bike lane. 6- Sheet 11, Multi-use path: Recommend placing a YG4 (3x9) centerline stripe for multi-use path, considering it is 12 feet wide. 7- Sheet 12, Signing Note 1: Please remove reference to 2002 signing manual and refer to new joint PC/COT Signing & Pavement Marking Manual. 8- Sheet 12, PM Note 1: Please change reference from TDOT PM Manual to new joint PC/COT Signing & Pavement Marking Manual. Review RESUBMITTAL REQUIRED: TDOT Permit Review Section has reviewed the subject PIA paving plan and does not recommend approval at this time. The following comments need to be addressed and plans revised prior to resubmittal. Please include a response letter addressing the following comments. 1. Add the plan number “U-2021-002” in the title block of each sheet. 2. Add PIA activity number “T21PI00002” on coversheet. 3. Sheet 2: Relocate the curb access ramp on the east side of the west driveway to be in line with the curb access ramp across it. Refer to COT TSM Section 10-01.3.3.E. 4. Sheet 2, 3 and 4: Revise keynote 17 to indicate ramp type and the elimination of the truncated domes. PROWAG recommends that truncated domes not be placed at low volume driveways. 5. Sheet 4: Indicate placement of 6 foot wide sidewalk along Los Reales Road per TSM 4-01.4.1.A.1.a. 6. Sheet 6: Revise horizontal alignment of the multi-us path along Alvernon Way with less curves and provide a geometric plan for the path. 7. Sheet 6, 7 and 8: 10 year stormwater flows that cross the multi-use path will have to be conveyed underneath the path per TSM 4-01.4.4.F. 8. Sheet 7: Provide complete details for the proposed channel and culvert improvements south of the proposed driveway on Alvernon Way. Include headwall, erosion protection, slope protection, barricade railing, and maintenance access details. A flowage easement may be required for the portion of culvert and channel located on private property. refer to COT Standards Manual for Drainage and Flooplain management Sec. 1.5. 9. Sheet 8: Move the multi-use path north where it intersects Corona Road to be inline with the new curb return across the street. 10. Sheet 8: Indicate placement of truncated dome panel and a post barricade where the multi-use path intersects Corona Road. 11. Sheet 8: Indicate placement of a concrete vertical curb along the SW corner of Alvernon Way and Corona Road. 12. Sheet 8: Provide a depressed opening in the proposed curb return on the NW corner of Alvernon Way and Corona Road for pedestrian access. 13. Sheet 8: Provide an 8-foot-wide at 2 % graded shoulder along the proposed right turn lane on Alvernon Way. 14. Sheet 8: Provide a section of the proposed right turn lane on Alvernon Way. 15. Sheet 12: Revise Paving Note 2 to indicate that the asphaltic concrete shall conform to PAG's Replacement Specification for Section 406 Asphaltic Concrete, dated December 12, 2019. 16. Sheet 13, Detail F: Provide a pavement section with an AB base and a thickened edge, see PC 2016 Standard Specification and Details for Parks Development SD P-1101. Path should be designed to keep gavel and debris from being washed onto path. 17. Sheet 13, Detail D: Also indicate that the pavement structural section will match existing. 18. Refer to redline drawings for additional comments and comment details. Sheet 4 – At the driveway crossing on Los Reales: Shift sidewalk ramps to the north to reduce crossing distance Sheet 7 – At the driveway crossing on Alvernon: - Set path back 20’ from roadway at crossing - Add LOOK pavement legends on path ahead of crossing (traffic engineering can provide design) - Add “LOOK BOTH WAYS FOR BIKES” sign for exiting traffic (traffic engineering can provide design) - Use ladder-type crosswalk markings across driveway - Recommended but not required: - Use a speed table-style raised crossing for the path - Add a raised median island (mountable if necessary) in the driveway with a cutout for the crossing to provide a refuge for pedestrians |

Identify inert ground cover between sidewalk and curb on Corona, this is not on Development Package. Ground cover should match color and size of that on development side of sidewalk shown on the Development Package. 3. Add the following notes to the plans: City of Tucson Department of Transportation & Mobility Standard Notes for Planting in Right of Way 1. It is the owner's responsibility to keep the Sight Visibility Triangles (SVT), and the pedestrian access area clear of vegetation at all times, per Unified Development Code Technical Standards Manual section 10. 2. It is the owner responsibility to keep a 5' wide (minimum) by 7' tall clear pedestrian access open across the entire property. 3. It is the owner responsible to keep vegetation from growing past the curb line clear, and keep a 15' high clear zone over the travel lane. 4. Final plant locations must be in compliance with all utility setback requirements. 5. The owner understands that if the City of Tucson Department of Transportation & Mobility or any utility company needs to work within the ROW in the landscaped area, plants and irrigation may be destroyed without replacement or repair. 6. The owner takes full liability for this landscape and irrigation, and any damage to roadway, sidewalk and utilities. 7. The only private irrigation equipment that is allowed within the ROW are lateral lines, tubing and emitters that are not under constant pressure. All other equipment must be on private property (excluding water meter). 8. Contractor to obtain a ROW permit prior to construction within the ROW.
