That would make this a change of use, which requires the services of a registered design professional (architect) to produce a submittal set of drawings. These drawings must include an aproved site plan (you have that in this submittal, Sheet G1), a building plan (you have that in this submittal, Sheet A1), and a new Code Analysis (this will replace the Code Review on Sheet G1). The architect will provide that information along with Plumbing Fixture Calculations, Accessibility issues, Egress/Exiting, etc. per the 2018 International Existing Building Code, and submit those documents for a permit.
