This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment updates; revisions are processed if changes occur after the permit is issued. SCOPE OF REVIEW: The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions and concerns before permit approval. SECTIONS - DETAILS: 1. Clarify the placement of ceiling/roof insulation for determining the need for attic ventilation, R806. Roof insulation may not be placed at both the roof and ceiling as shown on sheet A108. 2. When placing insulation at the roof sheathing the unvented roof assembly requires an air-impermeable rigid insulation material with a minimum R-5 value applied correctly to either side of the roof sheathing, R806.5. Show a roof design with insulation types for meeting the condensation control requirement and the minimum total insulation value of R-38 (Two layer system). Consider adding a layer of batt insulation (R-8 foam plus R-30 batt) or increase the amount of spray foam from the minimum R-5 to total requirement of R-38 (One layer system). 3. When placing insulation at the ceiling show a ventilation calculation for determining attic vent opening size. Show a calculation 1 to 150 of attic area in compliance with R806.2. Provide appropriate upper and lower space vents when applying the reduced area calculation. MECHANICAL PLANS: 1. Update the Note on sheet A111. Show the system and appropriate flow rate setting on the plans. A four bedroom dwelling of 1501 – 3000 SF requires a 75 CFM continuous setting. | 11/12/2021 | STEVE SHIELDS | ZONING | REVIEW | Reqs Change | FROM: PDSD Zoning Review PROJECT: T21CM07844 342 W Kentucky St – R-3 Bedroom, Garage & Porch Addition (2nd Review) TRANSMITTAL: November 12, 2021 COMMENTS: the following comments are relative to an application for a Design Development Option (DDO) (UDC 3.11.1). This site is located in the R-3 zone (UDC 4.7.12). A single-family residence is a permitted use in this zone (Table 4.8-2). See Use Specific Standards 4.9.7.B.6. Perimeter yard setbacks are based on a measurement from design grade to the highest point of the exterior wall UDC Article 6.4.5.B & Figure 6.4.5-A. As dimensions from design grade to the highest point of the wall Zoning has utilized a measurement feature in out Bluebeam review software to come up with a 9’-6” wall height to be use to determine required perimeter yard setbacks. Zoning acknowledges that this comment should have been provided on the 1st review but the following shall be addressed. The minimum setback to the front street perimeter property line is the greater of twenty (20) feet, or one and one-half (1 ½) the height of the proposed wall (UDC 6.4.5.C.1.a). 1. As no street perimeter yard setback dimension was provided from the proposed front porch to the street property line based on a 7’-0” deep porch as shown on sheet A105, the proposed street perimeter yard setback is 18’-0”, required is 20’-0” A Design Development Option (DDO) must be submitted and approved to reduce the required setback, DDO application and requirements can be found at: https://www.tucsonaz.gov/files/pdsd/forms/DDO_for_Setback_and_Height_UDC_8.11.20.pdf. A DDO is a separate submittal from the building plan and shall be submitted at: https://www.tucsonaz.gov/pdsd-filedrop, using the Submission Type “Zoning Administration”. The following comments will need to be addressed prior to submitting the required DDO: 2. This comment was not addressed correctly. Per UDC Article 6.4.3.b Vehicular use areas are included in the lot coverage, measured within the outside edges of any area allocated to vehicle use, whether improved or unimproved. This shall include the vehicle use area required to access the proposed garage. The lot coverage calculation is not correct. Review UDC Article 6.4.3 and the example shown on the Residential Plot Plan Requirements found at: https://www.tucsonaz.gov/files/pdsd/forms/Residential_Plot_Plan_Requirements.pdf, and provide a correct lot coverage calculation.
