1000 amp CB in MSB is undersized in relation to 1600 amp ATS and 600 KW generator. Panel load is below 1000 amps so this is not a code issue.
EM2 is 22KAIC rated on schedule and Fault current analysis calls for 42 KA rating. The short circuit calculation shows 23,485 Amps. Resolve.

1. Per UDC Article 3.3.3.G.2.c A site plan is required for the following types of development: c. Existing development undergoing a change of use , building or structure additions, and/or a reconfiguration of an area outside a building. That said as you are proposing a reconfiguration of an area outside a building a Development Package (DP)meeting the minimum requirements of the checklist for Minor Changes to Commercial/Industrial Sites found at: https://www.tucsonaz.gov/files/pdsd/forms/Minor_Changes_to_Commercial_Industrial_Sites_.pdf, must be submitted and approved showing how the pedestrian circulation will be provided. Only minor changes such as upgrades to accessible vehicle parking and accessible access are allowed on tenant improvement plans. If you elect to eliminate a required pedestrian circulation component A Board of Adjustment for Variance will be required.
