Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. In order to facilitate a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment revisions.

SCOPE OF REVIEW:

The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions and concerns before permit approval.

SECTIONS - DETAILS:

Clarify the placement of ceiling/roof insulation. This determines the need for attic ventilation or the need for an air-impermeable layer if insulation at the roof sheathing. Remove the attic vents if the insulation is placed at the roof level and add required rigid material, R806.5.

This site is located in the R-1 zone (UDC 4.7.8). A single-family residence is a permitted use in this zone (Table 4.8-2) subject to Use Specific Standards 4.9.7.B.5 – 9.

1. As 5th Street is a collector listed on the COT MS&R map the street perimeter yard setback is based on UDC Article 6.4.5.C.2 & Table 6.4.5.C-1 ADT of 1,000 or Greater and measured to the back of future curb. Future curb shall be located 10’-0” from existing property line. Show the future curb and provide a street perimeter yard setback dimension from back of future curb to the proposed addition. The required setback is 21’ or the height of the exterior wall, greater of the two. Provide fully dimensioned elevations with next submittal so that perimeter yard setbacks can be verified.

2. Per UDC Article 4.9.7.B.7 For any new single-family dwelling in the R-1 zone with five bedrooms, three parking spaces are required. For every bedroom over five, one additional space is required for each bedroom. For all single-family dwellings in the R-1 zone with five or more bedrooms, and for all lots containing two or more single-family dwellings, with the second dwelling having more than one bedroom, all parking spaces must be located on-site, either in a side or rear perimeter yard. Parking spaces may not be located in a vehicular use area in any front street perimeter yard. A parking area is not required to be developed to a commercial standard. A dustproof parking surface is required to at least a minimum of two inches of compacted pea gravel. An existing covered residential parking area may be used. A bedroom is defined as “The term bedroom includes all of the following: 1) Any room that is designated as a bedroom; 2) Any enclosed room that has a minimum area of 60 square feet and has an accessible opening to the exterior of the building in compliance with the International Building Code (IBC), whether termed a studio, family room, study, den, bonus room, or any other name, except for a living room, dining room, kitchen , and bathrooms; and 3) Any room designated as a bedroom for the purpose of any other code requirement, see UDC Article 11.4.3. That said by definition this site has six (6) bedrooms and requires four (4) vehicle parking spaces in the side or rear yard. Show the required parking space on the plan and demonstrate how the dustproofing is accomplished.

3. Based on aerial photos the “STORAGE” structure has increased in size some type after 2016 and there does not appear to be permits. Either provide documentation that this storage structure was permitted or include it in this permit. Also, this structure does not appear to meet the required perimeter yard setbacks of 6’-0”: or 2/3 the height of the exterior wall, greater of the two. Provide a setback dimension to the west property line. At a minimum a neighbor’s setback waiver is required from the neighbors to west, southwest and south. Provide the following text on the plot plan and have the owners sign & date:
Name is____________________ and I am the owner of the property located at_______________________. I have reviewed the site plan and I have no objection to structure being located or constructed________ feet from the property line as depicted on the site plan.

Perimeter yard setbacks are based on a measurement from design grade to the highest point of the wall, see Unified Development Code (UDC) Article 6.4.5.b & Figure 6.4.5-A.

4. Per UDC Article 6.6.2.I The maximum height of a wall or fence within a perimeter yard shall be six feet. The 6’-8” CMU PATIO WALL shown along the north property line will require a DDO see above requirements.
