COMMENT: The site is zoned R-2, single-family residential is permitted and use specific standards 4.9.7.B.6, .9, & .10 are applicable. 02. COMMENT: Per UDC, Standard 6.6.3.A, “an accessory building shall not be a dwelling unit…”; a dwelling unit is defined as a building/portion of a building that is designed, occupied, or intended for occupancy as living quarters exclusively for a single household, which includes an enclosed kitchen. Only one kitchen per dwelling unit – it appears the proposal is an additional dwelling unit as defined by the UDC and impact fees would apply. 03. COMMENT: Clarify the use of the other structures on the site. Per UDC, Standard 11.3.7.A.3 defines multifamily residential as “any residential development consisting of three or more dwelling units on an integrated site or single lot”. Demonstrate the uses of the other structures on the site if there are already two dwelling units on the site, the new dwelling unit would change the use to multifamily development and would trigger commercial site standards. 04. This letter reflects comments to be addressed. In order to facilitate a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment revisions. SCOPE OF REVIEW: The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions and concerns before permit approval. PLUMBING PLANS: 1. Tucson Water Department limits 5/8" water meters to a maximum of 11 IRC fixture units or 15 gallons per minute. Show the existing compliant size or a ¾" water meter upgrade. 2. Show the trap/trap arm size as required by P3201.7. The minimum water closet pipe diameter is 3”. MECHANICAL PLANS: 1. Provide demand calculations in accordance with Manual J/S/D standards, M1401.3, M1601.1. Systems shall be sized in accordance with Manual S based on building loads calculated in accordance with Manual J and duct systems sized in accordance with Manual D. Notate if the mechanical system calculations may be provided by deferred submittal. ELECTRICAL PLANS: 1. Provide a Riser Diagram with a single service panel and a sub-panel to the second building, E3607.3. Clarify the location of the property service meter and coordinate the utility plan with Tucson Electric Power. 2. Show receptacle outlets at each kitchen counter with no point along the wall line more than 24” from a receptacle outlet, E3901.4.1. Show receptacles within 2’ of counter edges or corners and no more than 4’ apart. 3. Island or peninsular counter tops require at least one receptacle outlet within 12” below the countertop surface, E3901.4.2 and E3901.4.3. 4. Show two or more 2O AMP small appliance circuits at the kitchen countertop receptacle outlets; they may also serve the breakfast room and dining room, but not other locations, E3703.2 and E3901.3.
