A single-family residence is a permitted use in this zone (Table 4.8-1. 1. Per Unified Development Code (UDC) Article 11.4.3 Definition of a Bedroom - The term bedroom includes all of the following: 1) Any room that is designated as a bedroom; 2) Any enclosed room that has a minimum area of 60 square feet and has an accessible opening to the exterior of the building in compliance with the International Building Code (IBC), whether termed a studio, family room, study, den, bonus room, or any other name, except for a living room, dining room, kitchen , and bathrooms; and 3) Any room designated as a bedroom for the purpose of any other code requirement. That said the studio addition constitutes an addition of 3 additional bedrooms which increases the intensity of this nonconforming site, see Zoning Administration letter dated July 6, 2015. A rezoning would be required to allow this addition. Rezoning requirements can be found at: https://www.tucsonaz.gov/pdsd/all-application-forms-submittal-requirements. The following comments will apply if a rezoning is approved: 2. Per UDC Article 6.6.3.C Accessory Structures shall not exceed 12 feet in height, unless attached to a principal structure. Per UDC Article 6.4.4.A Building height is vertical distance measured from the design grade elevation to the middle (between the eave and ridge ) of the highest gable of a pitched or hipped roof. Provide a dimension from design grade to midpoint of the pitched roof. If this structure exceeds the 12’ a Board of Adjustment for Variance will be required. 3. Per UDC Article 6.6.3.D The total gross floor area (gfa) of all accessory structures shall not exceed 50% of the gfa of the principal structure. Accessory structures less than 200 square feet gfa are exempt from this requirement. Provide the gross floor area for each structure on site. 4. TABLE 6.3-1.A: DIMENSIONAL STANDARDS FOR THE RH, SR, SH, RX-1, & RX-2 ZONES, RX-2 Zone, the required perimeter yard setback from the proposed studio is 20’-0”, proposed setback is 10’-0”. At a minimum a neighbor setback waiver is required, see UDC Article 6.6.2.D. Provide the following text on the plot plan and have the owner of the property at 328 N Country Club Rd sign and date approving the reduced setback: My Name is____________________ and I am the owner of the property located at_______________________. I have reviewed the site plan and I have no objection to structure being located or constructed________ feet from the property line as depicted on the site plan. This letter reflects comments to be addressed. In order to facilitate a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment revisions. SCOPE OF REVIEW: The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions and concerns before permit approval. PROVIDE A COMPLETE PLAN SET showing all proposed alterations to the building with code compliance. Use the Residential Plan Requirements & Checklist at https://www.tucsonaz.gov/pdsd/residential-permits Sample plans are available at https://www.tucsonaz.gov/pdsd/residential-permits SITE PLAN: Provide a site plan showing all buildings, R106.1.1. Show the location of utility lines to the building. FLOOR PLAN: Provide a floor plan showing window sizes with type identified as XO or SH. FRAMING PLAN: Provide a roof framing plan showing beam and rafter location and sizes. SECTIONS - DETAILS: Provide structural details showing code compliant materials and fasteners from the foundation to the roof covering of new exterior walls. An unvented roof assembly requires an air-impermeable rigid insulation material with a minimum R-5 value applied correctly to either side of the roof sheathing, R806.5. Show a roof design with insulation types and minimum thickness for meeting the condensation control requirement and the minimum total insulation value of R-38. PLUMBING PLANS: Provide piping details showing code compliant materials and sizes or show relocated fixtures. MECHANICAL PLANS: Provide equipment details showing code compliant components, locations and sizes, or show relocated components. ELECTRICAL PLANS: Provide wiring details showing code compliant devices and sizes. Show circuit number and size with receptacles at all walls and lighting control at each doorway both interior and exterior. Receptacle, lighting and smoke detector circuits require arc-fault protection. INTERNATIONAL ENERGY CONSERVATION CODE: Provide insulation details minimum (R-13 walls and R-38 ceiling) showing code compliant placement of materials and ratings, N1101. Windows require a solar heat gain of 0.25 or better. OUTDOOR LIGHTING CODE Show compliance with City of Tucson Outdoor Lighting Code with an approved lighting calculation in accordance with OLC 3.1.2. Include all exterior fixtures on the property in the calculations or show proposed fixtures as Full Cut Off (night sky friendly).
