Residential Care Services, Adult Care or Physical and Behavioral Health Services is a permitted use in this zone (Table 4.8-2) subject to Use Specific Standards 4.9.7.J. 2.a, 3.a, 4 1. This comment was not addressed. You state that the “existing property was issued Certificates of Occupancy for a residential use upon its initial construction”, Zoning does not dispute that C of O’s may have been issued for a multi-family use but a new C of O would be required for the Residential Care Facility. Zoning was not able to locate the permit that you state was submitted to convert the multi-family units to residential care, provide the permit tracking number for this conversion. Provide the C of O that approved the residential units as a residential care facility. Until provided Zoning cannot approve the C of O for an office use. As the proposed building does not provide any rooms for residences, provide permit documents that approved the site for Residential Care Services. Per UDC Article 4.9.7.J. 2.a Accessory treatment, including counseling or other types of meetings, is not permitted for nonresidents of the facility. Based on documents available online the remaining building have not been converted to Residential Care Services. If this is going to be a stand alone counseling office a rezoning will be required as medical office is not an allowed use in the R-2 Zone. 2. Zoning acknowledges that you will be withdrawing DP21-0165. To withdraw this plan you will need to send an email to cdrc@tucsonaz.gov and request that the DP be withdrawn. DP21-0165 will need to be approved prior to approval of the C of O. Provide permit documents for the “Vehicle & Pedestrian Gates and fence shown on the plan. As Glenn is designated as a Collector on the COT MS&R map approval by the Department of Transportation and Mobility is required for the vehicle gate. 3. The site plan no gate shows proposed accessible vehicle parking. The proposed does not meet the requirements of ICC A117.1, Section 401 and 501. Demonstrate how these requirements are met.
