This letter reflects comments to be addressed. In order to facilitate a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment updates; revisions are processed if changes occur after the permit is issued. SCOPE OF REVIEW: The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions and concerns before permit approval. SITE PLAN: 1. Indicate the location of the electric lines from property line to building, R106.1.1. Show the service panel on both the site plan and the electrical plan. MECHANICAL PLANS: 1. Provide (an HVAC system with fresh air intake) whole-house mechanical ventilation, or controlled exhaust with a calculated airflow rate, R303.4; N1103.6 & M1505.4. Show the system and appropriate flow rate setting on the plans. A two or three bedroom dwelling of 1501 – 3000 SF requires a 60 CFM continuous setting. 2. Provide demand calculations in accordance with Manual J/S/D standards, M1401.3, M1601.1. Systems shall be sized in accordance with Manual S based on building loads calculated in accordance with Manual J and duct systems sized in accordance with Manual D. Notate if the mechanical system calculations may be provided by deferred submittal. ELECTRICAL PLANS: 1. Smoke alarms are required outside each separate sleeping area, R314.3.2. Show a smoke alarm in each bedroom and outside in the immediate vicinity. 2. Update the electrical riser diagram showing if the panel is new or existing, E3403. 3. Island counter tops require at least one receptacle outlet within 12” below the countertop surface, E3901.4.2 and E3901.4.3. 4. Provide an exterior outlet at grade level located at both the front and back of the dwelling, E3901.7. 5. Clothes Washer and Dishwasher GFCI: receptacles require readily accessible protection typically from an upstream device, E3902.9 & 10. Add notation to plans. 6. Show at least one wall-switch-controlled lighting outlet providing illumination on the exterior side of each egress door having grade level access R3903.3. 7. Protection of all interior 15A & 20A circuits serving outlet locations (except garage, kitchen, and bathrooms) including receptacles, lights and smoke detectors requires combination type arc-fault circuit interrupters, E3902.16. 8. Protect extended branch circuits with combination type arc-fault circuit interrupters, or an AFCI type receptacle at the first outlet on the branch circuit, E3902.17. Update note #x with “new or extended outlets” in place of “bedroom receptacles”. 9. Show or notate a disconnect means or a locking breaker for the water heater, E4101.5. OUTDOOR LIGHTING CODE 1. Show the exterior fixtures as full cut-off FCO style or provide an Outdoor Lighting Calculation including all exterior fixtures on the property for determining exterior lighting limits. INTERNATIONAL ENERGY CONSERVATION CODE: 1. Energy Certificate: (Mandatory) place near the indoor furnace or in utility room, N1101.14. Add notation to plans. | 06/04/2021 | STEVE SHIELDS | ZONING | REVIEW | Reqs Change | ZONING REVIEW TRANSMITTAL FROM: PDSD Zoning Review PROJECT: T21CM02299 4071 E Flower St Room Addition TRANSMITTAL: June 4, 2021 COMMENTS: the following comments are relative to an application for a Design Development Option (DDO) (UDC 3.11.1). This site is located in the R-2 zone (UDC 4.7.9). A single-family residence (SFR) is a permitted use in this zone (Table 4.8-2). See Use-Specific Standards 4.9.7.B.5 - 9. Perimeter yard setbacks are based on a measurement from design grade to the highest point of the wall, see Unified Development Code (UDC) Article 6.4.5.b & Figure 6.4.5-A. The minimum setback is the greater of six (6) feet, or two-thirds (2/3) the height of the structure’s wall facing each interior property line (Table 6.3-2.A). 1. Based on a wall height of 11’-6” the required perimeter yard setback from the proposed addition to the west property line is 7’-8”, proposed is 6’-0” DDO application and requirements can be found at: https://www.tucsonaz.gov/files/pdsd/forms/DDO_for_Setback_and_Height_UDC_8.11.20.pdf. A DDO is a separate submittal from the building plan and shall be submitted at: https://www.tucsonaz.gov/pdsd-filedrop, using the Submission Type “Zoning Administration”. Revise the lot coverage to include all vehicle use areas. 2. Show the front porch on the plan 3. | 06/14/2021 | SBLOOD1 | ENGINEERING | REVIEW | Reqs Change | As per city code for a substantial improvement if a project site is within the floodplain - the sum of all improvements within any ten year period is limited to 50% of the value of the structure or the structure must be improved to floodplain standards (or verified that it is up to floodplain standards). Even with updated residential appraisal report by Leigh B. Pattalochi, Inc. the value of the structure is $78,000 (65% of total property value). That puts the proposed work of $45,000 at 58% which is over the 50% and therefore is still classified as a substantial improvement. So you can either reduce the scope of the project, provide a higher appraisal of the house, or bring the house and proposed work to floodplain standards.
