PROJECT DESCRIPTION: RAUCH ER RESERVOIR - THE PROPOSED SPECIAL EXCEPTION IS FOR INFRASTRUCTURE UPGRADES TO AN EXISTING TUCSON WATER WELL SITE, INCLUDING THE CONSTRUCTION OF A NEW 1 O' X 1 O' ELECTRICAL CONTROL BUILDING.

APPLICABLE PLAN POLICIES:
Plan Tucson contains the following policies: LT28.1.3 - Improve the appearance of above­ground utilities and structures.
LT28.2.12 - Support environmentally sensitive design that protects the integrity of existing neighborhoods, complements adjacent land uses, and enhances the overall function and visual quality of the street, adjacent properties, and the community.

The South Pantano Area Plan Subarea 5 provides no specific policy direction related to utility land uses. However, the goals of the Area Plan are to protect existing development and to create a sense of community within established neighborhoods, hence consideration should be given to buffering, screening, setbacks and transitioning to contiguous development.
ANALYSIS:
The proposed Zoning Examiner's Special Exception is for upgrades to an existing Tucson Water well site, which includes:
a) a) The construction of a new 1 O'X1 O' electrical control building, just to the south of the existing chlorine building (as specified on Sheets 6 and 7); and
b) The construction of a new 20-foot high radio antenna next to the new control building (as specified on Sheets 2 and 16).

The project is located in an 8.85-acre site, zoned SR. This well site is a non-conforming utility distribution land use that is proposing an expansion, requiring a Special Exception procedure through the Zoning Examiner, and must be compliant with the use specific standards called out in sections 4.9.11.A. 1, .2, .5, .8, .9, .11 of the Unified Development Code (UDC). Additionally, review by the Design Review Board (DRB) will be required prior to Zoning Examiner's consideration.

The policy direction of Plan Tucson has policies that ensure sensitive design to development to improve the appearance of above-ground utilities and structures. A plan amendment is not required.
Staff recommends applicant include in the proposed concept plans the height of the new electrical control building, and details on existing/proposed screening, colors and materials, demonstrating compliance with the requirements of the UDC, and policy direction provided by Plan Tucson and the South Pantano Area Plan.
