Staff review finds a preliminary determination that the proposed special exception to allow a wireless communication land use is consistent with Plan Tucson, and does not require a plan amendment prior to the Mayor and Council Special Exception Procedure.

ANALYSIS:
The applicant is proposing a special exception on an R-2 zoned lot to allow for a wireless communication land use. The proposed project consists of a 75' tall multi-carrier monopole and equipment compound located within the railroad right-of-way. The surrounding zoning is C-2 to the west, R-2 to the south, east, and north.

The proposed project does not meet all use specific standards for a wireless communication land use in an R-2 zoned lot to be a 50' Notice Special Exception Procedure. A new equipment must be secured on an existing tower or structure (U.D.C. policy 4.9.I.5.b), and the proposed project shows a new tower being constructed.
The proposed project does not meet all use specific standards for a wireless communication land use in an R-2 zoned lot to be a Zoning Examiner Special Exception Procedure. A new tower is limited to being 50-feet tall (U.D.C. policy 4.9.I.6.a.4), and the proposed project shows a tower of 75-feet being proposed. Also, new towers must be setback a minimum of at least two times the height from any residential or office zoned property (U.D.C. policy 4.9.I.6.a.3), and the proposed project is adjacent to residentially zoned properties.

The proposed project does not meet all use specific standards for U.D.C. policy 4.9.I.6.a, such as the tower being over 50-feet, and not being setback a minimum of at least two times the height from any residential or office zoned property, and therefore requires approval as a special exception in accordance with Section 3.4.4, Mayor and Council Special Exception Procedure.

Plan Tucson requires that wireless communication facilities be located, installed, and maintained to minimize visual impact and preserve views. The site plan shows the tower is concealing cables within the tower, and that the exterior will all be painted a matching rustic color.

APPLICABLE PLAN POLICIES:
Plan Tucson contains a variety of elements that are categories in four focus areas, including the Social Environment, the Economic Environment, the Natural Environment, and the Built Environment. Each focus area contains specific goals and each element contains specific policies.

The Future Growth Scenario Map illustrates different building blocks within the city that have specific policies to promote future growth opportunities. The proposed development lies within a Neighborhood of Greater Infill Potential building block on the Future Growth Scenario Map.

LT28.1.2 Require telecommunications facilities be located, installed, and maintained to minimize visual impact and preserve views. Cabling and fiber optics should be installed underground where possible, and the visual impact of cellular towers should be a prime consideration in the City's acceptance and approval.

LT28.1.3 Improve the appearance of above-ground utilities and structures and extend access to high-tech wireless communications facilities throughout the city.

LT28.2.12 Support environmentally sensitive design that protects the integrity of existing neighborhoods, complements adjacent land uses, and enhances the overall function and visual quality of the street, adjacent properties, and the community.

LT28.2.14 Protect established residential neighborhoods by supporting compatible development, which may include other residential, mixed-use infill and appropriate nonresidential uses.
