Cabling and fiber optics should be installed underground where possible, and the visual impact of cellular towers should be a prime consideration in the City's acceptance and approval.

LT28.1.3 Improve the appearance of above-ground utilities and structures and extend access to high-tech wireless communications facilities throughout the city.

Esmond Station Area Plan
The Esmond Station Area Plan policies do not specifically address wireless communication facilities/cell towers. However, commercial policies relate to appropriate siting and compatibility of uses as follows:

Policy 1: Promote commercial developments at appropriate locations and in appropriate amounts within the area.

Policy 2: Ensure commercial development is compatible with surrounding uses.


AT&T Mobility is proposing a new 80'-tall WCF tower disguised as a broadleaf (eucalyptus) tree just north of the Union Pacific Railroad tracks, approximately ¼ mile west of Houghton Road and 1/3 mile south of Old Vail Road. The location of the WCF is to the east across Craycroft Road from Craycroft Elementary School. The nearest residential units are single family homes located approximately 2,000 feet to the north across Old Vail Road. The site location is well outside of the 400-foot Scenic Corridor Zone for Houghton Road.

Plan policy supports WCF that are located at appropriate locations and installed to minimize visual impact and preserve views. Given the distance to residential properties and the stealth design of the WCF, little or no impacts on residential uses are anticipated and views from these properties will not be negatively impacted.

The proposed tower site lease area is shown on the PDP to be 24 feet by 35 feet-4 inches (848 square feet) and will be enclosed by a 12-foot high decorative masonry wall finished to match the nearby dumpster enclosure wall. Service access is proposed by way of 20-foot wide access easement from the adjacent commercial development (Walmart) immediately to the east of the project site.

The proposed project site is located within the Approach Departure Corridor (ADC-3) of the Airport Environs Zone overlay for Davis Monthan Air Force Base. The applicant is advised to contact the base community planner from DMAFB to ensure there are no issues or concerns of compatibility with DMAFB operations.

Per Zoning Review comments:
"The Houghton Town Center PAD in section 2.B.1. states Permitted uses for the entire Property shall include all uses that are listed as permitted or as special exception uses in the I-1 zone of the City Unified Development Code (UDC), and as modified in this PAD. Then later in that same section also states Additional permitted uses shall include: Any use listed as permitted or special exception in O-3, C-1, C-2, C-3, and I-1 Zones."

3. This site is within the Davis-Monthan Air Force Base Airport Environs Zone, ADC-3 and NCD-A. Please note, the ADC-3 has the following restriction found in UDC Article 5.6.8.c.1.d. “The maximum permitted building height is 62 feet from design grade elevation or the height limit of underlying zone, whichever is more restrictive;”
