ACTIVITY NUMBER: T20PRE0026
PROJECT REVIEWER: MICHAEL KAT, MICHAEL.KAT@TUCSONAZ.GOV

PLAN COMPLIANCE:
Staff review finds a preliminary determination that the proposal of rezoning from R-1 (Residential Zone) to MH-1 (Mobile Home Zone) or Residential Zone (R-2) complies with the goals and policies of Plan Tucson and the Santa Cruz Area Plan, and does not require a plan amendment prior to processing.

ANALYSIS:
The applicant is proposing to rezone a 0.79 acre lot from Residential Zone (R-1) to Mobile Home Zone (MH-1) or Residential Zone (R-2). The existing land use was non-conforming manufactured housing that has since been demolished. The applicant is proposing to continue that land use in order to develop a manufactured home ground set with block foundation. The proposed project is adjacent to Residential Zone (R-1) on all sides. Surrounding land uses include single-family residential to the south, manufactured housing to the west, and vacant land to the north and east. The site is accessible from a dirt road that connects to Mission Road, a scenic arterial street per Major Streets and Routes (MS&R).

Plan Tucson supports low-density (up to 6 units per acre) residential development when appropriately located along local streets and in the interior of established single-family residential areas. The proposed project is located away from Mission Road, an arterial road, and would have R-1 buffering it. Staff finds MH-1 to be more appropriate as it similar to R-1 in terms of development standards and the project being surrounded by R-1 zoning. R-2 would allow for greater density than the surrounding zoning and would be more appropriate if it were located closer to Mission Road. Staff would support rezoning from R-1 (Residential Zone) to MH-1 (Mobile Home Zone).

The Santa Cruz Area Plan supports new development that follows the general development guidelines. The proposed project follows the general development guidelines by matching the existing scale and design of the surrounding neighborhood, being environmentally sensitive to drainages and washes, and locating low-density residential away from the arterial street.

Additionally, staff supports rezonings that bring non-conforming land uses into alignment with the U.D.C. Rezoning to MH-1 would permit for a manufactured home to be developed and have to demonstrate the compatibility of the land use and the proposed zoning.

APPLICABLE PLAN POLICIES:
Plan Tucson contains a variety of elements that are categories in four focus areas, including the Social Environment, the Economic Environment, the Natural Environment, and the Built Environment. Each focus area contains specific goals and each element contains specific policies.

The Future Growth Scenario Map illustrates different building blocks within the city that have specific policies to promote future growth opportunities. The proposed development lies within the Existing Neighborhoods building block of the Future Growth Scenario Map.

LT28.2.1 Note that this guideline only applies to the Existing Neighborhoods & Neighborhoods of Greater Infill Potential Building Blocks: Low-density (up to 6 units per acre) residential development is generally appropriate along local streets and in the interior of established single-family residential areas.

LT28.2.12 Support environmentally sensitive design that protects the integrity of existing neighborhoods, complements adjacent land uses, and enhances the overall function and visual quality of the street, adjacent properties, and the community.

LT28.2.13 Support infill and redevelopment projects that reflect sensitivity to site and neighborhood conditions and adhere to relevant site and architectural design guidelines.

LT28.2.14 Protect established residential neighborhoods by supporting compatible development, which may include other residential, mixed-use infill and appropriate nonresidential uses.

LT28.2.15 Consider residential development with densities that complement the size and intensity of the center or node, while providing transitions to lower density residential uses. For example, high-and medium-density development can support and reinvigorate regional activity centers, while appropriate medium- and low-density infill can complement the scale and character of neighborhood activity nodes.
The goal of the Santa Cruz Area Plan is to provide land use policy direction and design guidelines for development within the Plan boundary.

7. New development within or near existing neighborhoods should be designed and scaled to be compatible with existing neighborhood characteristics.

9. Major washes and drainageways should be left in their natural state unless there is a threat to private property or personal safety.

l2. Unless more detailed direction is provided by neighborhood or redevelopment plans or by other parts of this plan, the following guidelines are generally used for location of residential densities:
a. low-density development (up to six units per acre) is appropriate within the interior of established neighborhoods.

The project is located within Key Parcel 6 of the Santa Cruz Area Plan.

Key Parcel 6
Existing Use:
Scattered residential development on large lots, in-home occupations, and mobile home parks are located throughout this predominately vacant area. Flooding problems characterize the area and some agricultural uses exist along with a landfill site operated by the City.

Proposed Use:
Development in this area should be consistent with general development policies. Higher densities along Mission Road can mitigate floodplain problems by clustering development and absorbing engineering costs needed to alleviate these problems. Any development should be sensitive to drainage considerations. Residential uses should be the predominant development type in the area with commercial services located at major street intersections.

COMMENTS:
1. Development standards: MH-1 allows 25 ft and 70% lot coverage
2. Proposed use and use-specific standards: Manufactured Housing
3. Perimeter yard setbacks: 6' or 2/3 wall height
4. Applicable street setbacks: 20 ft
5. Additional comments: R-2 does not permit manufactured housing in this location. Recommend MH-1.
6. The comments provided are preliminary and are not to be assumed as a complete review of the proposal. During the formal review process, a full review will be made by Zoning to assure compliance with the applicable UDC development criteria and Technical Standards.
